Recently, The Guangzhou joint conference on elderly care services issued the action plan for the construction and improvement of Guangzhou Street Town Comprehensive elderly care service center (Yikang Center) , promote the construction of at least one street town comprehensive elderly care service center with the functions of full care, day care, door-to-door service, guidance to subordinates and overall allocation of resources in each street town. The construction area of each center is generally not less than 1000 square meters, which will be gradually supplemented according to the planning requirements in the future.

Each district selects three streets and towns (including Beijing street, Yuexiu District) to carry out demonstration pilot projects and ensure that they will be put into operation by the end of 2020, explore their own typical experience and advanced practices, summarize the achievements of system and mechanism innovation, and provide experience for the construction and operation of comprehensive elderly care service centers in streets and towns of the whole city and the whole district.

"Big city, big pension"

The action plan requires that, guided by the service needs of the elderly and based on the full coverage of community elderly care service facilities, the construction of community elderly care service institutions and community embedded elderly care institutions with comprehensive functions such as full care, day care, door-to-door service and guidance to the lower level shall be coordinated, and the street town home-based elderly care comprehensive service platform shall be upgraded into a street town comprehensive elderly care service center to expand full care Day care, meal assistance and catering, housekeeping + elderly care, family elderly care beds, combination of medical care and elderly care, auxiliary equipment leasing and other functions, increase the supply of embedded, comprehensive, multi-functional and inclusive high-quality elderly care services in the central urban area, improve the full coverage, multi-level, multi support and multi-agent social elderly care service system, and build a "big city and big elderly care" model with Guangzhou characteristics and at the forefront of the country.

Government led market support and joint construction

Fully liberalize the market, give full play to the decisive role of the market in resource allocation, promote social forces to become the main body of the construction and operation of street and town comprehensive elderly care service centers, and cultivate a number of professional, brand and chain elderly care service enterprises and institutions.

On the basis of deepening the reform of "release, management and service" of elderly care services, we untied the market, simplified the start-up and construction procedures, provided preferential support policies, and helped coordinate and solve problems. Comprehensively explore and excavate public real estate, integrate and utilize various idle and stock facilities and other available resources in the community to hold street and town comprehensive elderly care service centers.

The service content is more diversified, and the elderly get what they need

The street town comprehensive elderly care service center (Yikang Center) will provide comprehensive care (including short-term care), day care and door-to-door services according to the diversified and personalized service needs of the elderly in the area, focusing on disability for the elderly in need (dementia) the elderly provide one-stop and home-to-home comprehensive elderly care services covering the whole life cycle, including rehabilitation care, life care, meal assistance, medical care, day care and temporary care (respite service), spiritual comfort, hospice care, auxiliary equipment rental, home transformation, culture and entertainment, emergency assistance, etc. at the same time, it is also planned to promote the street and town comprehensive elderly care service center to set up a service station (Yikang service station) in the village to extend the service to the community and families.

Various supporting policies attract the participation of social forces

Street Town Comprehensive elderly care service centers can enjoy tax relief, financial assistance and other policies according to regulations. Those who meet the conditions can also be included in the designated institutions of long-term care insurance agreement according to regulations. Medical institutions established according to law can be included in the designated institutions of medical insurance according to regulations.

Those who rent public property or state-owned enterprise property to hold the inclusive Street Town Comprehensive elderly care service center recognized by the local civil affairs department may not open the lease, the lease term shall be relaxed to 15-20 years, and the lease price can be determined at no less than 75% of the recorded evaluation price.

When the contract of the original street town home-based comprehensive elderly care service platform expires, it will be included in the overall operation of the street town comprehensive elderly care service center, and the operation funds of the original street town platform will be allocated to the street town comprehensive elderly care service center according to law. If the existing houses are used to set up the facilities of elderly care service institutions, the purpose of the houses in the house ownership registration is not changed, the building area, total building height and building floors are not increased, and the facade and building structure are not modified, there is no need to apply for planning permission.

For projects that need temporary addition, reconstruction and expansion due to the normal operation of pension facilities in existing houses, they can be handled according to the planning permission procedures of temporary construction projects if they meet the relevant specifications. If the existing houses are used to hold the facilities of elderly care service institutions, the minutes of meeting issued by the district government can be used as the certificate of construction project planning permit to apply for fire design review or filing.

The government provides free venues or street and town comprehensive elderly care service centers supported by public, private and public buildings. The total operation period is extended to 15 years. The contract is signed every five years, and the charging price is agreed in the cooperation agreement to ensure the provision of inclusive elderly care services.
