The Ministry of civil affairs today (the 30th) released eight industry standards for the service of elderly care institutions, including three industry standards: the basic norms for the prevention of falls for the elderly in elderly care institutions, the basic norms for dietary services in elderly care institutions and the washing service norms in elderly care institutions, as well as the norms for the service etiquette of elderly care institutions and the norms for the post setting and staffing of elderly care institutions There are 8 industry standards, including basic norms for reception services in elderly care institutions, norms for nutritional status evaluation and monitoring services for the elderly in elderly care institutions, and basic configuration of rehabilitation aids in elderly care institutions.


These eight industry standards are a series of supporting industry standards studied and formulated around the basic requirements put forward in the basic code for service safety of elderly care institutions and the "nine prevention" requirements such as anti choking, anti accidental eating of food and drugs, anti pressure ulcer, anti scald, anti falling bed, anti falling, anti other injury and self injury, anti loss, and prevention of accidents in cultural and recreational activities.


These eight industry standards and the mandatory national standards of the basic code for service safety of elderly care institutions will be officially implemented on January 1, 2022, marking another big step forward in the standardization of elderly care services in China.


The basic norms for the prevention of falls for the elderly in elderly care institutions, focusing on the prevention of falls for the elderly in elderly care institutions, requires elderly care institutions to assess environmental risks and fall risks, and take measures such as environmental facilities prevention, fall prevention education, medication observation for the elderly, functional exercise and so on to prevent and reduce falls for the elderly.

This standard will help elderly care institutions strengthen the management of falls prevention, reduce the elderly fall rate and improve the quality of life of the elderly.


The basic specification for catering services in elderly care institutions stipulates the basic requirements for catering services in elderly care institutions, environmental and facilities and equipment requirements, safety and emergency requirements, service content requirements, evaluation and improvement, etc. The standard has three main requirements for dietary services in elderly care institutions: first, safety, which emphasizes safety in terms of dietary environment, purchase of food materials, dietary processing and production, dietary services and so on; Second, it is suitable for the elderly, which should meet the physiological characteristics, physical conditions and disease needs of the elderly; Third, quality, to achieve balanced nutrition, health and delicious, in line with personalized needs.


This standard will improve the dietary safety and nutritional level of elderly care institutions and promote the continuous improvement of dietary service quality of elderly care institutions.


The washing service specification for elderly care institutions regulates the basic elderly care, washing service space requirements, service processes and requirements, service evaluation and improvement of washing services for elderly care institutions. Other service institutions that provide textile washing and disinfection for elderly care institutions can also follow suit.


On the one hand, the standard regulates the washing of general fabrics in elderly care institutions. On the other hand, it also puts forward special requirements for the washing of contaminated or suspected infectious fabrics in elderly care institutions to ensure the washing service quality and safety of elderly care institutions. The introduction of the standards will help to establish a safe, scientific and reasonable washing standard system in the management of elderly care institutions, and further effectively ensure the health of the elderly.


The service specification for nutritional status evaluation and monitoring of the elderly in elderly care institutions mainly stipulates the relevant indicators, evaluation methods, evaluation result judgment, evaluation result processing, evaluation and monitoring service requirements of nutritional status evaluation and monitoring of the elderly in elderly care institutions.


The standard also provides the evaluation and monitoring table of nutritional status of the elderly, the evaluation table of eating habits and nutritional risk factors. Nutritional support and improvement directly affect the reduction of disability and dementia of the elderly, the maintenance of self-care ability, and the monitoring and evaluation of nutritional status of the elderly are also important measures to promote the implementation of the national nutrition plan, which is of great significance for healthy aging.


The code for post setting and staffing of elderly care institutions stipulates the basic requirements for post setting and staffing of elderly care institutions. For the full-time elderly care nurses who directly provide nursing services, the lower limit value of self-care, partial self-care and completely unable to take care of the elderly is put forward, that is, it shall not be lower than the corresponding proportion, which provides a reference basis for elderly care institutions to build a service talent echelon system, carry out talent training and integrate human resources.


The basic specification for reception services of elderly care institutions stipulates the basic requirements for reception services, requirements for places, facilities and equipment, business requirements for reception personnel, contents of reception services, processes, service evaluation and improvement requirements, etc. Doing a good job of reception service is the basic work to maintain the contact between elderly care institutions and the outside world.


Standardizing reception services is conducive to improving the service quality of elderly care institutions, ensuring the personal safety of the elderly, ensuring the right to know of family members and society, and reducing the risk in the process of reception services.


The code of service etiquette for elderly care institutions stipulates the basic requirements and norms of etiquette for service personnel, service etiquette for personnel in main posts, service evaluation and improvement, etc. Respecting the elderly is not only the basic moral requirement of elderly care services, but also the most significant cultural feature of elderly care institutions.


Standardizing the service etiquette in the elderly care service will help to fully implement the concept of respecting the elderly, establish a good service awareness, show a good service image, cultivate a good elderly care service culture, and effectively improve the user satisfaction of the elderly and their families.


The basic configuration of rehabilitation aids in elderly care institutions specifies the basic configuration requirements of rehabilitation aids for personal use and public use in elderly care institutions, and the corresponding basic configuration list is attached for reference. Due to factors such as age or self-care ability, the elderly need to use corresponding rehabilitation aids. This standard is helpful for the elderly care institutions to guide the elderly to use corresponding appliances in the service, improve the accessibility and aging level of the elderly care institutions, so that the disabled elderly can be better taken care of and improve the quality of life.
