Recently, the Department of Civil Affairs, the Provincial Development and Reform Commission, and the Provincial Department of Industry and Information Technology of Guangdong Province jointly issued the "Guangdong Province Silver Hair Economic Industrial Park Construction Plan" (hereinafter referred to as the "Plan"), which clarifies the acceleration of cultivating a group of silver hair economic industrial parks with distinctive industrial characteristics, complete industrial chains, outstanding innovation capabilities, and significant demonstration and driving effects.

By the end of 2026, a number of high-level provincial-level silver economy industrial parks will be built;

By 2030, we will promote the development of a number of parks into nationally influential silver economy demonstration parks, strive to create no less than 2 national level silver economy industrial parks, and cultivate a number of leading silver economy enterprises and well-known brands.

The plan states that

Construct a "1+1+N" spatial layout for the silver economy industry, consisting of one provincial-level core demonstration park, one digital support platform, and N physical parks, to promote the integrated development of the entire silver economy chain.

Various regions can rely on economic and technological development zones, high-tech industrial development zones, provincial industrial parks, free trade pilot zones and other carriers to clarify the positioning of leading industries, carry out industry chain investment promotion, cultivate specialized, refined, unique and new small and medium-sized enterprises, and promote the agglomeration and development of key areas such as intelligent assistive devices, smart health, rehabilitation nursing, aging friendly products, and elderly services.

In terms of policy support, the 'Plan' proposes

Priority will be given to supporting park enterprises to participate in the promotion of Guangdong's smart elderly care service platform, government procurement of services, aging certification, provincial major projects, and related pilot work. Implement various financial and tax support policies, promote the establishment of a silver economy industry fund, and innovate financing support such as credit, bonds, and REITs. Ensure the demand for land in the park, support flexible land supply and the transformation of existing land, and include silver haired economic talents in the provincial key talent introduction plan. In addition, support the construction of exhibition and sales centers, hosting consumer activities, developing cross-border e-commerce, and innovating consumption models in the park.

The Plan clearly states

The three departments of the Provincial Department of Civil Affairs, the Provincial Development and Reform Commission, and the Provincial Department of Industry and Information Technology will jointly organize experts to conduct on-site inspections and centralized evaluations of the declared industrial park. After the evaluation results are publicly announced and there are no objections, a document will be issued for recognition according to the procedure, and the park will be named "Guangdong Silver Hair Economic Industrial Park".

The Plan emphasizes

Implement a regular evaluation system, establish a "red yellow green" warning and exit replacement mechanism, promote the continuous improvement of development quality in the park, and create a good ecology conducive to the innovative development of the silver economy industry.
