Opinions of the CPC Central Committee and the State Council on strengthening the work on aging in the new era

Effective for China's population aging, related to the overall situation of national development, the well-being of hundreds of millions of people, social harmony and stability, and is of great significance for building a socialist modern country in an all-round way. In order to implement the national strategy of actively responding to population aging, strengthen the aging work in the new era and improve the sense of acquisition, happiness and security of the elderly, the following opinions are put forward.

1、 General requirements

（1） Guiding ideology. *** We will implement the national strategy to actively respond to population aging, integrate the concept of positive aging and healthy aging into the whole process of economic and social development, accelerate the establishment and improvement of relevant policy systems and institutional frameworks, vigorously carry forward the traditional virtues of filial piety and respect for the elderly of the Chinese nation, and promote the coordinated development of elderly care services, health services, social security, social participation and rights and interests protection for the elderly, We will promote the high-quality development of the cause of aging and embark on a path with Chinese characteristics to actively respond to population aging.

（2） Working principle

——Adhere to the leadership of the Party committee and the participation of all parties. Under the leadership of the Party committee, give full play to the leading role of the government in promoting the development of the cause of aging, social participation, national action, and provide basic public welfare products and services. Give full play to the role of market mechanism and provide diversified products and services. Pay attention to giving full play to the role of family pension and individual self pension, and form a new situation in which multiple subjects share responsibilities, step-by-step response to aging risks, and everyone participates in the cause of aging.

——Adhere to systematic planning and comprehensive implementation. Adhere to the combination of coping with population aging and promoting economic and social development, adhere to the combination of meeting the needs of the elderly and solving the problem of population aging, ensure that the objectives of various policies and systems are consistent, functional coordination, connection and matching, strive to achieve a sense of security, medical care, action, learning and happiness for the elderly, and let the elderly share the fruits of reform and development Enjoy a happy old age.

——Adhere to the integration of resources and coordinated development. We will build an elderly care service system and a health support system coordinated by home-based community institutions and a combination of medical care and health care, vigorously develop inclusive elderly care services and promote the balanced allocation of resources. We will promote the coordinated development of aging undertakings and industries, basic public services and diversified services, and make overall arrangements for the economic security, service security, spiritual care and role play of the elderly.

——Adhere to highlighting key points and tamping the grass-roots level. Focus on solving the most urgent problems of healthy elderly care, adhere to ensuring basic, promoting fairness and improving quality, do your best and do what you can to ensure that everyone has access to basic elderly care services and public health services. Promote the downward shift of the focus of aging work and the sinking of resources, and promote the gathering of various high-quality service resources around, at home and around the elderly, so as to ensure that aging work is paid attention to, things for the elderly are managed, and difficulties for the elderly are helped.

2、 Improve the elderly care service system

（3） Innovate the home-based community elderly care service model. Based on home-based elderly care, improve community elderly care service capacity through new construction, transformation and leasing, strive to develop Street (township) and urban and rural community two-level elderly care service network, and rely on the community to develop diversified home-based elderly care services. Local governments are responsible for exploring and promoting the establishment of a model for professional institutions to extend services to communities and families. The street community is responsible for introducing professional institutions serving the elderly in the aspects of meal aid and cleaning aid, and the community organization introduces relevant nursing professional institutions to carry out home care for the elderly; The government has strengthened its organization and supervision. The government should cultivate professional institutions serving the elderly, guide their standardized development, and guide them to provide sustained and stable services in accordance with the principle of breakeven and low profit. Give full play to the role of community party organizations, explore the mode of "community + property + elderly care service", and increase the effective supply of home-based community elderly care services. Combined with the implementation of the Rural Revitalization Strategy, strengthen the construction of rural elderly care service institutions and facilities, and encourage the development of mutual care elderly care services based on village level neighborhood mutual aid points and rural happy homes.

（4） Further standardize the development of institutional pension. All localities should develop institutional pension through direct construction, entrusted operation, purchase services, encouraging social investment and other ways. Strengthen the construction of Guangrong hospital. Public pension institutions give priority to the disabled (including dementia, the same below), widows, disabled, elderly people with economic difficulties, the elderly in special family planning families and the elderly who have made important contributions to the society, and provide pension services that meet the quality and safety standards. Establish and improve the standards and evaluation system of elderly care services, and strengthen the supervision of the construction and operation of elderly care institutions. Study and formulate policies for the management of service fees collected in advance by elderly care institutions, and strictly prevent money encirclement, fraud and other acts in the name of elderly care institutions.

（5） Establish a list system of basic elderly care services. All localities should formulate a list of basic elderly care services according to their financial affordability, and provide appropriate services such as old-age security, life care, rehabilitation care and social assistance for different elderly groups such as health, disability and economic difficulties. The list shall specify the service objects, service contents, service standards and expenditure responsibilities, and shall be dynamically adjusted according to economic and social development and scientific and technological progress. By the end of 2022, a comprehensive evaluation system for the ability of the elderly will be established, and the evaluation results will be mutually recognized across departments throughout the country.

（6） We will improve the multi-level old-age security system. We will expand the coverage of old-age insurance and gradually achieve full coverage of legal personnel of basic old-age insurance. Realize the national overall planning of basic old-age insurance for enterprise employees as soon as possible. We will improve the adjustment mechanism of basic old-age insurance benefits and ensure the basic livelihood of those receiving benefits. We will vigorously develop enterprise (occupational) annuities and promote and standardize the development of the third pillar of old-age insurance. We will explore ways to increase the income of the rural elderly through asset income support systems.

3、 Improve the health support system for the elderly

（7） Improve the level of health services and management for the elderly. Strengthen the publicity and education of elderly health knowledge in urban and rural communities to improve the health literacy of the elderly. Do a good job in the health management of the elderly and the health management services of traditional Chinese medicine in the national basic public health service projects. We will strengthen early screening, intervention and classified guidance for key chronic diseases among the elderly, and carry out actions for oral health, nutrition improvement, prevention and treatment of Alzheimer's disease and psychological care for the elderly. Improve the coverage of family doctors for the disabled, seriously ill, elderly and low-income elderly, and improve the service quality. Expand the scope of home-based medical services such as family beds and on-site visits provided by the medical consortium, reimburse relevant medical expenses according to regulations, and charge on-site service fees according to the cost. We will actively give play to the role of grass-roots medical and health institutions in providing high-quality traditional Chinese medicine services for the elderly. We will strengthen the construction of national geriatric medical centers and arrange several regional geriatric medical centers. Strengthen the construction of geriatrics department in general hospitals. By 2025, the proportion of geriatrics department in class II and above general hospitals will reach more than 60%. Strengthen the construction of elderly hospitals, rehabilitation hospitals, nursing homes (centers and stations) and special care hospitals through new construction, reconstruction, expansion and transformation and development, and establish a two-way referral mechanism for medical treatment, rehabilitation and nursing. Accelerate the construction of friendly medical institutions for the elderly to facilitate the elderly to see a doctor.

（8） Strengthen long-term care services and security for the disabled elderly. Improve the long-term care service model from professional institutions to communities and families. Carry out health assessment and health services for the disabled elderly in accordance with the relevant requirements of the implementation of the national basic public health service project. Relying on nursing homes (centers, stations), community health service centers, township health centers and other medical and health institutions as well as elderly care service institutions with service capacity, we provide long-term care services for the disabled elderly. We should develop Internet plus care services, actively develop family care beds and nursing care beds for disabled elderly care. Steadily expand the pilot of hospice care. We will steadily promote the pilot of the long-term care insurance system, guide local governments to focus on further clarifying the scope of insurance and protection, continuously improving the diversified financing mechanism, improving scientific and reasonable treatment policies, improving relevant standards and management methods such as treatment payment, and innovating management and service mechanisms, Actively explore and establish a long-term nursing insurance system suitable for China's national conditions.

（9） Further promote the combination of medical care and nursing care. Health departments and civil affairs departments should establish a communication and coordination mechanism for the combination of medical care and nursing. Encourage medical and health institutions to carry out agreement cooperation with elderly care institutions, further integrate and optimize grass-roots medical and health and elderly care resources, and provide medical treatment, rehabilitation care, life care and other services. Support the transformation of secondary and lower medical institutions in areas rich in medical resources, and carry out rehabilitation, nursing and integrated medical care services. Encourage grass-roots organizations to actively explore the standardized conversion mechanism of pension beds and medical beds in relevant institutions on demand. According to the characteristics of serving the elderly, reasonably verify the medical insurance quota of medical institutions run by elderly care institutions. By the end of 2025, each county (city, district and banner) will have 1 county-level support service institution for the extremely poor with the function of combining medical care and support. If eligible family members of the disabled elderly participate in the training of care knowledge and other related vocational skills, vocational training subsidies shall be given according to the regulations. Create a number of demonstration projects for the combination of medical care and nursing care.

4、 Promoting social participation of the elderly

（10） Expand the supply of educational resources for the elderly. The elderly education will be incorporated into the lifelong education system. The education department will take the lead in studying and formulating policies and measures for the development of elderly education, and take measures to promote qualified schools to carry out elderly education and support social forces to set up universities (schools) for the elderly, so as to promote the expansion of the supply of elderly education resources. We will encourage qualified universities and vocational colleges to offer majors and courses related to elderly education, and strengthen discipline construction and talent training. Compile teaching materials related to elderly education. Relying on the National Open University, we will build a National University for the elderly and build a national platform for the sharing of elderly education resources and public services. We will innovate the mechanism and promote the opening of universities for the elderly run by departments, industry enterprises and colleges to the society. Give full play to the role of community party organizations and guide the elderly to practice the positive concept of aging.

（11） Improve the quality of cultural and sports services for the elderly. All localities should support street communities to actively provide cultural and sports venues for the elderly, organize and carry out cultural and sports activities, and realize the combination of entertainment, fitness, culture, learning, consumption and communication of the elderly by revitalizing vacant houses, parks, shopping malls and other resources. Cultivate grass-roots cultural and sports backbone serving the elderly, improve the participation rate and quality of cultural and sports activities for the elderly, and the cultural, tourism, sports and other departments should do a good job in standardization and management. Develop tourism products and routes for the elderly and improve the quality and level of tourism services for the elderly. Counties (cities, districts and banners) shall integrate existing resources and set up educational, cultural, fitness and communication places suitable for the elderly.

（12） Older persons are encouraged to continue to play their role. We should combine the elderly with the elderly, improve policies and measures such as employment, voluntary services and community governance, and give full play to the role of young elderly people. Explore a flexible employment model suitable for the elderly in schools, hospitals and other units, community housekeeping services, public place service management and other industries. All localities are encouraged to establish an information database of elderly talents to provide employment introduction, vocational skills training and innovation and entrepreneurship guidance services for the elderly who are willing to work. We will deepen the "silver age action" and guide the elderly to actively participate in grass-roots democratic supervision, changing customs, civil mediation, culture, education and health in the form of voluntary services. Give play to the positive role of the elderly in family education and family style inheritance. Strengthen the construction of grass-roots party organizations for retired cadres and workers, encourage veteran party members to transfer their organizational relations to their habitual residence in time, guide veteran party members to play a role in combination with their own reality, and do a good job in spiritual care and ideological guidance for the elderly. Comprehensively clean up unreasonable regulations that hinder the elderly from continuing to play their role.

5、 Strive to build an elderly friendly society

（13） We will strengthen the protection of the rights and interests of the elderly. When formulating specific measures involving the interests of the elderly, all localities shall solicit the opinions of the elderly. Establish and improve the early warning, investigation and mediation mechanism for contradictions and disputes involving old marriage, family and infringement. We will strengthen legal publicity on the protection of the rights and interests of the elderly, improve their awareness of using legal means to protect their rights and interests, improve their ability to recognize and prevent fraud, and severely crack down on illegal and criminal acts such as telecommunications network fraud according to law. Improve the guardianship system for the elderly. Advocate law firms, notaries and grass-roots legal service institutions to reduce or exempt legal service fees for the elderly and provide door-to-door services for the elderly with mobility difficulties. Establish an age appropriate litigation service mechanism to provide guarantee for the elderly to facilitate their participation in litigation activities.

（14） Create a livable environment for the elderly. All localities should implement laws, regulations, standards and norms for the construction of barrier free environment, integrate the construction of barrier free environment and aging transformation into urban renewal, the transformation of old urban communities, the transformation of dilapidated rural houses and the improvement of rural living environment, so as to make it safer and more convenient for the elderly to participate in social activities. Encourage places where conditions permit to implement barrier free and aging appropriate transformation, equip life AIDS, install emergency rescue facilities and carry out regular visits to families of the disabled, disabled, elderly and other elderly with economic difficulties. Guide all localities to introduce standards for family aging transformation in combination with the actual situation, and encourage more families to carry out aging transformation. While encouraging the promotion of new technologies and methods, we should retain the traditional service methods familiar to the elderly, and accelerate the aging transformation of Internet applications, mobile terminals and app applications commonly used by the elderly. Implement the action of "wisdom to help the elderly", strengthen digital skills education and training, and improve the digital literacy of the elderly.

（15） Strengthen social respect for the elderly. We will carry out in-depth education on the situation of an aging population. We will implement the project of inheriting and innovating the Chinese culture of filial piety and respect for the elderly. Continue to promote the series of activities of "respect for the elderly month" and the creation of "respect for the elderly civilization", and select and commend the advanced models of filial piety and respect for the elderly in combination with the selection of models of the times and moral models. Volunteer service for the elderly will be included in the comprehensive practical activities of primary and secondary schools and the practice of college students. We will strengthen preferential treatment for the elderly, encourage qualified places to further expand preferential treatment projects, innovate preferential treatment methods, set preferential treatment signs for the elderly in eye-catching places, and promote the elderly to enjoy various preferential treatment policies with valid certificates such as ID cards on the basis of convenient travel, bus concessions and ticket reduction. Where conditions permit, we should actively implement projects in which the elderly in other cities enjoy the same local preferential treatment. Give full play to the role of radio and television and online audio-visual media, strengthen publicity and guidance, and create a good social atmosphere of respecting the elderly.

6、 Actively cultivate silver economy

（16） Strengthen planning guidance. Prepare relevant special plans, improve the support policy system, and comprehensively promote the development of aging industry. All localities are encouraged to make use of the advantages of resource endowment to develop characteristic aging industries with comparative advantages. Make overall use of existing capital channels to support the development of aging industry.

（17） Develop industries suitable for the elderly. Relevant departments shall formulate the catalogue and quality standards of articles and services for the elderly, and promote the certification of elderly care services. All localities should promote the standardized development of food, medicine and elderly products industries closely related to the life of the elderly, improve the function and quality of traditional elderly care products, and meet the special needs of the elderly. Enterprises and scientific research institutions should strengthen the R & D and manufacturing of elderly products, support the transformation of key technical achievements and service innovation of elderly products, and actively develop intelligent, auxiliary and rehabilitation products suitable for the elderly, so as to meet the needs of the elderly to improve the quality of life. Enterprises are encouraged to set up counters and experience stores for online and offline integration and services for the elderly, and vigorously develop new models and formats for the integration of pension related industries. Commercial insurance institutions are encouraged to develop health insurance products for the elderly on the premise of controllable risk and commercial sustainability. Market supervision and other departments should strengthen supervision, severely crack down on violations of intellectual property rights and the production and sale of fake and shoddy commodities, safeguard the consumption rights and interests of the elderly, and create a safe, convenient and honest consumption environment.

7、 We will strengthen work security for the elderly

（18） Strengthen the construction of talent team. We will accelerate the construction of professional and technical personnel, social services, business management, scientific research personnel and volunteer teams to meet the needs of the aging work in the new era. Employers should earnestly guarantee the salary of elderly care service personnel, establish a salary distribution mechanism based on post value, ability and quality and performance contribution, and improve the attractiveness of elderly care service posts. We will vigorously develop relevant vocational education and carry out elderly care services and nursing staff training. For medical personnel working in medical institutions run by elderly care institutions, relevant incentive policies for grass-roots medical personnel can be implemented by reference.

（19） Strengthen the supply of facilities for the elderly. All relevant departments in all regions should strengthen the construction of facilities for the elderly in accordance with the requirements of the national medium and long term plan for actively responding to population aging, and accelerate the realization of the goals of nursing beds in elderly care institutions and universities (schools) for the elderly. All localities shall formulate and promulgate the standards and Implementation Rules for the setting of supporting elderly care service facilities in new urban areas, new residential areas, old urban areas and completed residential areas, and implement the requirements for the setting of elderly care service facilities. New urban areas and new residential areas shall be built with supporting elderly care service facilities according to the standard requirements to achieve full coverage. By 2025, a number of elderly care service facilities will be built in the old urban areas and built residential areas in combination with the transformation of old urban communities and the action to make up for weaknesses in residential area construction, and the "quarter hour" home-based elderly care service circle will be gradually improved. Relying on and integrating existing resources, develop Street (township) regional elderly care service centers or service complexes for the elderly, coordinate relevant policies and funds as required, and provide comprehensive services for the elderly. Explore the centralized layout, co construction and sharing of service facilities for the elderly and children.

（20） Improve relevant support policies. To meet the financial needs for the development of the cause of aging in the coming period, we will improve the financial investment policy and multi-channel financing mechanism for the development of the cause of aging, continue to increase investment support in the central budget, and further increase the proportion of lottery public welfare funds used for social welfare undertakings by the Ministry of civil affairs and local governments at all levels for elderly care services. All localities should coordinate the development of the cause of aging, increase financial investment, and all relevant departments should make good use of relevant funds and resources to actively support the work of aging. Study and formulate housing and other support policies, improve the stepped electricity price, water price and gas price policies, encourage adult children to live nearby or live together with their elderly parents, fulfill their maintenance obligations and assume care responsibilities. For zero employment family members with heavy maintenance burden, priority shall be given to public welfare posts according to regulations. We will implement relevant fiscal and tax support policies and encourage all kinds of public welfare social organizations or charitable organizations to increase investment in the cause of aging. We will carry out national demonstration activities to create an elderly friendly community, and include the construction of an elderly friendly society into the important content of the selection of civilized cities.

（21） Strengthen scientific research and international cooperation. We will increase the support of national science and technology plans (special projects, funds, etc.) and social science funds for scientific and technological innovation, basic theory and policy research in the field of aging. Support research institutions and universities to set up think tanks on aging. We will promote the sharing of data related to the elderly across fields, departments and levels, and improve the statistical investigation and release system for the living conditions of the elderly. Actively participate in the governance of global and regional aging issues, and promote the effective connection between the implementation of the national strategy to actively respond to population aging and the implementation of relevant objectives of the 2030 agenda for sustainable development.

8、 Strengthen organization and Implementation

（22） Strengthen the party's leadership over the work of aging. Party committees and governments at all levels should attach great importance to and earnestly do a good job in the work of aging, adhere to the main responsible persons of the party and government to personally grasp and take overall responsibility, and bring the key tasks of aging work into the important agenda, into the economic and social development plan, into the practical projects of people's livelihood, and into the scope of work supervision and performance evaluation. We will increase institutional innovation, policy supply and financial investment, improve the work system for the elderly, and strengthen the allocation of grass-roots forces. We will give full play to the role of grass-roots party organizations and grass-roots autonomous organizations in urban and rural areas, organize and implement the work on the elderly, and ensure that all levels have responsibilities and everyone pays attention to everything. We will build a contingent of senior cadres with strong party spirit, excellent work style and excellent ability. Comprehensively use the evaluation results of the ability to deal with population aging to do a good job in the comprehensive evaluation of aging work.

（23） Implement work responsibilities. The National Working Committee on aging should strengthen its function of overall planning and coordination of aging work and strengthen the capacity-building of administrative institutions. Health departments should establish and improve the elderly health support system, organize and promote the combination of medical care and support, and organize and carry out disease prevention, medical care, mental health and care services for the elderly. The development and reform departments shall formulate and organize the implementation of the plan for the elderly care service system, promote the connection between the development of the elderly cause and industry and the national development plan and annual plan, and promote the development of the elderly care service industry. The civil affairs department shall comprehensively promote, supervise, guide, supervise and manage the elderly care service, formulate policies and standards for the elderly care service system, organize the implementation, and undertake the welfare of the elderly and the relief of the elderly with special difficulties. Education, science and technology, industry and informatization, public security, finance, human resources, social security, natural resources, housing and urban-rural construction, commerce, culture and tourism, finance, taxation, market supervision, sports, medical security and other departments shall conscientiously perform their duties according to the division of responsibilities, take the initiative, solve the problems encountered in their work in time, and form a joint management Working mechanism of overall promotion.

（24） Widely mobilize social participation. Pay attention to the role of trade unions, the Communist Youth League, women's federations, disabled persons' federations and other mass organizations, relevant social organizations, organs, enterprises and institutions for the elderly, carry out aging work in combination with their respective functions, and form a work pattern with the participation of the whole society. Give full play to the role of China Association for the elderly in promoting the development of the cause of the elderly and improve the capacity of grass-roots associations for the elderly.
