On the utilization of development finance during the 14th Five Year Plan Period

Notice on supporting the construction of elderly care service system

Civil affairs departments (bureaus) of all provinces, autonomous regions and municipalities directly under the central government, civil affairs bureaus of cities specifically designated in the state plan, civil affairs bureaus of Xinjiang production and Construction Corps, branches and holding subsidiaries of China Development Bank:

During this period, special development finance loans were used to support the construction of elderly care service system. The relevant matters are hereby notified as follows:

1、 Clear support focus

Support all localities to make effective use of the special loans for the construction of the elderly care service system of the National Development Bank to implement the key tasks related to the construction of the elderly care service system specified in the 14th five year plan for national economic and social development of the people's Republic of China and the outline of long-term objectives for 2035 and the 14th five year plan for the development of Civil Affairs:

（1） Construction of elderly care service network in home community institutions. According to the population distribution, aging level and development trend, build a pension service network with clear levels, complementary functions and regional linkage. Support the construction of regional elderly care service centers in counties (cities, districts, banners) and towns (streets), and develop regional elderly care service institutions with comprehensive functions such as full-time care, day care, door-to-door service and regional coordination and guidance.

We will promote old urban areas and built residential (small) areas to supplement community elderly care service facilities according to standards, support qualified elderly care service institutions to operate community elderly care service facilities, develop community embedded elderly care services, improve community home-based elderly care service network, and promote the construction of a "quarter of an hour" home-based elderly care service circle in urban areas.

Support the aging transformation of elderly families with special difficulties, guide elderly families in need to carry out aging transformation, and develop family pension beds. Support the optimization of the bed structure of urban and rural elderly care institutions and expand the supply of nursing beds in elderly care institutions.

（2） Development of intelligent elderly care services. Internet plus big data, Internet of things, cloud computing, AI, block chain and other technologies are applied in the management of the service of the elderly. The information platform for community home-based care services is built, and the pension institutions are guided to build the Internet plus pension service and the intelligent pension mode based on the emerging technology. Support the R & D, promotion and application of intelligent elderly care products, develop aging appropriate technologies and products, and focus on the development of aging appropriate rehabilitation aids, intelligent wearable devices, service robots and barrier free technology products.

（3） Construction of elderly care service talent team. We will promote the construction of the education system related to elderly care services, support the cooperation between schools and enterprises in vocational education related to elderly care services, and encourage qualified elderly care institutions to set up vocational colleges related to elderly care services. Support the construction of elderly care service talent training demonstration sites and training bases relying on Colleges and universities, vocational colleges and elderly care institutions, and strengthen the professional training of elderly care nurses, nursing home presidents, elderly social workers and other talents.

2、 Improve policies and measures

（1） Scientific planning project. Give full play to the organization and coordination role of government departments and the service advantages of "financing and intelligence" of development finance, highlight the planning guidance, support the overall planning of the "14th five year plan" elderly care service system construction project with the city (prefecture, prefecture and League) as the unit, and select the elderly care service subject with strength, good credit and willingness as the project investment and financing subject to be responsible for the construction and operation of the project, We will strive to increase the supply of inclusive elderly care services.

（2） Do a good job in credit handling. All branches of China Development Bank shall cooperate with government departments in financing planning, carry out due diligence and credit evaluation on projects applying for loan support, and focus on evaluating the demonstration and driving role of the project in comprehensively optimizing the effective supply of regional elderly care services, alleviating the contradiction between supply and demand of elderly care services, and improving the elderly care service system. For the projects that meet the credit conditions, the loan amount not higher than 80% of the total investment and not exceeding the loan term of 25 years in principle shall be given, and the preferential support conditions such as loan interest rate and repayment method shall be clarified.

（3） Strengthen policy support. Under the leadership of local Party committees and governments, local civil affairs departments should actively coordinate with relevant departments to accelerate the improvement of supporting policies in the fields of planning, land, construction, capital, finance and taxation, talents, further optimize project approval procedures, standardize project operation modes such as cooperation between the government and social capital, encourage mechanism innovation and optimize the investment and financing environment of elderly care services, Support project investment and financing entities to become better and stronger.

3、 Strengthen organization and coordination

（1） Establish a coordination mechanism. Local civil affairs departments and branches of China Development Bank shall establish a close communication and cooperation mechanism to assist local governments in planning, project design and resource integration, guide project subjects to make good use of development financial funds, promote the orderly implementation of projects, do a good job in positive publicity and guidance, coordinate and promote the solution of problems and difficulties encountered in cooperation, and summarize and promote typical experience and practices, Regularly report the work progress.

（2） Strengthen project management. Local civil affairs departments should strengthen overall planning and coordination and policy guidance, timely put forward reasonable opinions and suggestions on project implementation, guide elderly care service subjects to standardize management and operate in good faith, and comprehensively improve the supply quality of elderly care services. All branches of China Development Bank shall carry out project review in compliance, reasonably evaluate project benefits, improve post loan supervision measures, prevent loan risks, and prohibit loan funds from flowing into the field of commercial real estate.
