Notice of the General Office of the Ministry of Civil Affairs and the General Office of the Ministry of Finance on the acceptance of the results of the 2022 Home-based and Community Basic elderly Care Service Improvement Action Project

Departments of Civil Affairs (Bureaus) and finance (Bureaus) of provinces, autonomous regions and municipalities directly under the Central Government, Civil Affairs Bureau and Finance Bureau of Xinjiang Production and Construction Corps:

 

According to the relevant deployment arrangements of the Notice of the General Office of the Ministry of Civil Affairs and the General Office of the Ministry of Finance on the Organization and Implementation of the 2022 Home and Community Basic Elderly Care Service Improvement Action Project (Private Letter (2022) No. 60), the relevant matters concerning the acceptance of the 2022 Home and community Basic elderly care service improvement action project are hereby notified as follows:

 

1. Acceptance objects

 

Beijing Xicheng District and other 42 home and community basic elderly care service improvement action project areas in 2022.

 

Ii. Acceptance contents

 

The acceptance of the results mainly includes eight aspects, such as organization and management, formulation of norms and standards, process management, fund management, completion of the construction of family nursing beds, completion of home-based nursing home services, supporting support and security, and typical experience summary. (See Annex 1 for "Acceptance Evaluation Criteria").

 

Iii. Acceptance arrangement

 

(1) Local self-assessment. The civil affairs department of the project area jointly with the financial department shall conduct a self-evaluation of the project implementation against the Acceptance Evaluation Standards, and submit the evaluation results (reflecting item-by-item scores and total scores), the self-evaluation report (for the compilation style, see Annex 2), the corresponding supporting materials, and the typical experience summary (for the compilation requirements, see Annex 3) to the provincial civil affairs and financial departments for review before March 22. Submit electronic version to Ministry of Civil Affairs and Ministry of Finance.

 

(2) Field mutual evaluation. The project area should make communication and connection according to the "Field mutual Evaluation Group Table" (see Annex 4), carry out field mutual evaluation according to the "Acceptance Evaluation Criteria", and send the evaluation results signed by the members of the field mutual evaluation group (reflecting the score of each item and the total score) and the mutual evaluation report to the E-mail address of the Ministry of Civil Affairs and the Ministry of Finance before April 8.

 

(3) Review and approval. The Ministry of Civil Affairs and the Ministry of Finance will organize experts and third parties to review the self-evaluation and mutual evaluation materials of the project area, and select part of the project area for field review. The Ministry of Civil Affairs and the Ministry of Finance will determine the total acceptance score according to the self-evaluation, mutual evaluation and review scores, and the results of the total score ranking will be used in the selection of project areas and fund allocation in 2024, appropriately incentivating the top ranked project areas, and deducting the number of selected project areas and the amount of support funds in the provinces where the lower ranked project areas are located.

 

4. Mutual evaluation requirements

 

1. Strengthening mutual evaluation organizations. The project area will deploy staff from the civil affairs and financial departments, appropriately absorb local experts and scholars, and set up field mutual assessment teams, each group shall not exceed 3 people in principle. The field mutual assessment team identified a liaison officer who was responsible for communication with the Ministry of Civil Affairs and the Ministry of Finance.

 

(2) Ensuring the quality of mutual assessment. The field mutual assessment team should be realistic, objective and fair in conducting mutual assessment. The project area shall ensure the authenticity of data and materials, and fraud is strictly prohibited. The field mutual evaluation team shall submit the mutual evaluation report within the prescribed time; If it is not submitted within the time limit, the project area dispatched by the field mutual assessment team will be deducted points in the review and approval process.

 

(3) Strictly observe all disciplines. The field mutual assessment team should consciously abide by the spirit of the eight provisions of the Central Committee and their implementation rules, be honest and self-disciplined, follow the rules lightly, and strive for effectiveness, without interfering with the normal work of the grassroots and without increasing the burden on the grassroots.
