The specific measures are as follows:

Expand the cultural and educational base for the elderly. Improve the construction of cultural and educational facilities and equipment for the elderly, and explore the integrated development model of places such as nursing, medical, sports, and cultural facilities with elderly cultural and educational venues. Effectively utilize facility functions, carry out diverse forms of entertainment activities, and create a 15 minute elderly cultural circle. Give full play to the advantages of public cultural institutions in elderly social education, talent training, artistic creation, etc., and provide priority and preferential cultural and educational services for the elderly.
