This action plan is formulated to effectively solve the difficulties of the elderly in using intelligent technology and improve the aging adaptation level and barrier free penetration rate of Internet applications.

General requirements

For the elderly, launch more products with functional features such as large font, large icon and high contrast text. Encourage more enterprises to launch the interface mode with simple interface and convenient operation to realize a variety of barrier free functions such as one click operation and text input prompt. Improve dialect recognition ability and facilitate the elderly who can't speak Mandarin to use intelligent devices.
For people with visual impairment, promote the compatibility of website and mobile app with screen reading software, and solve the problems of difficult operation of "verification code" and unreadable button labels and picture information. Promote enterprises to design and develop intelligent blind guidance technologies and functions.
For people with hearing impairment, encourage the content information of Internet products to be equipped with subtitles to improve the compatibility with hearing aids and other devices. Promote enterprises to provide online customer service and other service methods that can replace telephone customer service.
For people with physical disabilities, the guidance website and mobile app support custom gestures, simplify interactive operations, and launch more Internet applications that meet the needs of people with physical disabilities.
In addition, in view of the problem that there are many mandatory advertisements in current Internet applications, which are easy to mislead the elderly, the old-age version, care version and barrier free version of Internet websites and mobile app will no longer be equipped with advertising plug-ins, especially for payment operations, there will be no inductive buttons, so that all kinds of special groups can use them conveniently and safely.

Key work
(1) Carry out aging adaptation and barrier free transformation of Internet websites and mobile Internet Applications (APP)
The Ministry of industry and information technology organized China information and Communication Research Institute and China Internet association to guide relevant basic telecom enterprises, Internet enterprises and other units to carry out aging and barrier free transformation of Internet websites and mobile Internet Applications (APP).
1. Carry out aging adaptation and barrier free transformation of websites in major Internet industries
In close connection with the actual needs of the elderly, the disabled and other groups, Guidance of China Disabled Persons' Federation of the Ministry of industry and information technology on promoting information accessibility (LXG [2020] No. 146 of the Ministry of industry and information technology) proposed that public service websites closely related to the work and life of the elderly, the disabled and other groups should carry out aging adaptation and barrier free transformation. The first batch of priority should be given to eight categories, including relevant national ministries and commissions and provincial people's governments, disabled organizations, news media, transportation and travel, financial services, social communication, life shopping and search engines A total of 115 websites were renovated (see Annex 1 for the list of websites). The China Internet association assisted basic telecom enterprises and website access service providers to accelerate the construction of Internet accessibility service system and continue to promote the healthy development of Internet information accessibility environment.
2. Carry out aging adaptation and barrier free transformation of mobile Internet Applications (APP) commonly used by the elderly and the disabled
Based on the actual life experience of the elderly and the disabled, Enrich the types and functions of mobile Internet Applications (APP) to meet their needs, and provide guidance to the China Disabled Persons' Federation of the Ministry of industry and information technology on promoting information accessibility (MIIT Lianxin Guan [2020] No. 146) listed in the top ten fields of mobile Internet applications, with more than 50 million registered users and the top five market share of similar products, to carry out aging adaptation and barrier free transformation. The first batch of 43 apps in 6 categories, including news and information, social communication, life and shopping, financial services, tourism and health care, were given priority And barrier free transformation (see Annex 2 for the list of apps). China information and Communication Research Institute assists Internet enterprises to implement the requirements of relevant standards on information accessibility in the process of developing and designing mobile Internet Applications (APPs), and incorporate barrier free optimization into the daily maintenance process of products and services.
(2) Carry out the evaluation of aging and barrier free transformation level and incorporate it into the "enterprise credit evaluation"
1. Establish evaluation system and organize evaluation
The Ministry of industry and information technology has entrusted China information and Communication Research Institute, China Internet association and other units to study and establish an evaluation system for the aging and accessibility level of Internet applications, clarify the evaluation indicators and the proportion of each indicator, and carry out the evaluation work.
2. Publicize the evaluation results and urge improvement
Publish the evaluation results to the public, and timely guide and urge the enterprises that fail to implement the requirements for aging and barrier free construction, transformation and optimization.
3. Incorporate the information accessibility evaluation into the "enterprise credit evaluation"
Clarify the score of information accessibility in enterprise credit evaluation, and take the actual results of enterprises in promoting information accessibility as the bonus basis of "enterprise credit evaluation". In comprehensive consideration of the effectiveness of relevant Internet enterprise websites, mobile Internet Applications (APP) in aging and accessibility, information accessibility working mechanism, enterprise action to help the elderly and the disabled and other aspects, points will be given to those with outstanding performance.
(3) Grant information barrier free signs and publicity
1. Grant, renew or revoke the information accessibility mark
According to the evaluation results of aging and barrier free construction level, the Internet websites and mobile Internet Applications (APPs) that meet the requirements are granted information barrier free marks, which are valid for two years. Organize random inspection of the latest versions of websites and apps, and continue or revoke the granted marks according to the results.
2. Barrier free signs for public information
All Internet websites and mobile Internet Applications (APPs) need to display information accessibility signs in prominent positions of websites and applications. Guide major app stores (markets) to set up a special area for accessibility application download, and integrate the apps that have obtained information accessibility signs into the special area, so as to facilitate the download and use of key beneficiary groups such as the elderly and the disabled.

Work schedule
(1) Mobilization and deployment phase (January February 2021)
Organize and hold special meetings to arrange and deploy special actions. All relevant units shall formulate specific implementation plans in accordance with the requirements of this plan and in combination with the actual situation.
(2) Organization and implementation stage (March October 2021)
Organize all relevant units in the list attached to this plan to carry out and complete the aging and barrier free transformation of the website and app. Establish an Internet application aging and accessibility evaluation system, and organize the implementation of aging and accessibility evaluation.
(3) Summary and evaluation stage (November December 2021).
Timely summarize the work results, publicly publish the evaluation results, grant the information barrier free signs that meet the requirements, urge those that do not meet the requirements to improve, and include them in the "enterprise credit evaluation".
