In order to further promote the development of the combination of medical care and maintenance and continuously improve the service quality of the combination of medical care and maintenance, the National Health Commission and the State Administration of traditional Chinese medicine decided to organize and carry out the action to improve the service quality of the combination of medical care and maintenance institutions. The relevant matters are hereby notified as follows:

1、 General requirements

We will thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on the integration of medical care and maintenance, adhere to the needs of the elderly, take improving the service quality of the integration of medical care and maintenance as the starting point and foothold, strive to solve the outstanding problems affecting the quality of medical and health services of the integration of medical care and maintenance institutions according to the division of responsibilities, and provide safe, standardized and high-quality medical and health services for the elderly, Effectively improve the sense of acquisition and satisfaction of the elderly.

2、 Main objectives

By the end of 2021, relevant systems, standards and specifications for integrated medical and nursing services will be preliminarily established, the medical and health service capacity of integrated medical and nursing institutions will continue to improve, and the quality of medical and health services will be improved.

By the end of 2022, the service quality standards and evaluation system for the combination of medical care and maintenance will be basically established, and the medical and health service capacity and service quality of the combination of medical care and maintenance institutions will be significantly improved.

3、 Key content

（1） Comprehensively carry out medical and health service quality inspection of integrated medical and nursing institutions. Comprehensively carry out medical and health service quality inspection of various integrated medical and nursing institutions nationwide, find existing problems and deficiencies, clarify the direction and content of rectification, and promote the improvement of medical and health service quality of integrated medical and nursing institutions.

（2） Standardize the internal medical and health services of integrated medical and nursing institutions. Promote integrated medical and nursing institutions to strictly implement various laws, regulations, normative documents and standards related to medical management, implement various core medical quality and safety management systems, allocate departments, personnel, facilities and equipment according to relevant requirements, and standardize the medical and health services of integrated medical and nursing institutions.

（3） We will implement and improve the systems and standards related to the service and management of integrated medical and nursing institutions. We will strengthen service management in accordance with the service guidelines for integrated medical and nursing institutions (for Trial Implementation) and the management guidelines for integrated medical and nursing institutions (for Trial Implementation). We encourage all localities to improve the service management systems, standards and specifications related to integrated medical and nursing institutions in light of their actual conditions.

（4） We will strengthen the construction of the talent team for the combination of medical care and nursing. We will strengthen the capacity-building of the management personnel, medical and health professionals, nurses and other personnel in the combination of medical care and nursing institutions, and strengthen the training. We will encourage medical personnel to practice in the combination of medical care and nursing institutions, and promote the orderly flow of talents. We will implement the national training project for the improvement of the ability of the combination of medical care and nursing talents, so as to provide management and training opportunities for the combination of medical care and nursing institutions Service personnel provide continuing education.

（5） We will strengthen the informatization construction of integrated medical and nursing institutions. We will strengthen information technology support, improve the national integrated medical and nursing management information system, and continue to carry out integrated medical and nursing monitoring. We will expand the national pilot remote collaborative service for the integration of medical and nursing care for the elderly, so that the elderly can obtain remote diagnosis and treatment guidance, online follow-up and other services in integrated medical and nursing institutions.

Strengthen the prevention and control of new crown pneumonia in normal institutions, strictly implement the relevant deployment and work guidelines and guidelines for epidemic prevention and control, clarify the division of labor, compaction responsibilities, and effectively implement various measures for epidemic prevention and control. 4、 Organization of work

The service quality improvement action of medical and nursing institutions has been implemented for three years since 2020, and the work is carried out every year according to the procedure of "comprehensive self inspection - rectification verification - summary and improvement".

（1） Comprehensive self-examination. Each provincial health commission, together with the Bureau of traditional Chinese medicine, takes the lead in formulating an action plan to clarify the work requirements. According to the action plan, each municipal level, together with the county-level health administrative department under its jurisdiction, organizes all medical and nursing institutions under its jurisdiction to seriously carry out self-examination.

（2） Rectification and verification. All combined medical and nursing institutions shall carefully rectify the problems found in combination with the self inspection. Those that can be rectified immediately shall be rectified immediately. If they cannot be rectified immediately, the rectification plan and period shall be specified. All combined medical and nursing institutions shall fill in the self inspection and rectification form for service quality of combined medical and nursing institutions (see Annex 1), report the self-examination and rectification to the local county-level health administration department. On the basis of self-examination and rectification, the municipal health administration department shall guide the county-level health administration department under its jurisdiction to check the integrated medical and nursing institutions, classify the problems found, guide and urge the rectification. The institutions that violate laws and disciplines shall be dealt with in accordance with the law and regulations 。

（3） Summary and improvement. The provincial health committees and the Chinese medicine bureau shall carry out random spot checks in due time, comprehensively summarize the implementation of the actions, form a summary report of the region, and fill in the summary table of service quality improvement actions of integrated medical and nursing institutions (see Annex 2) and submit it to the National Health Commission before the end of October every year. The National Health Commission will organize experts to carry out random inspection and evaluation, and the contents of annual random inspection and evaluation will be focused.

5、 Job requirements

（1） Attach great importance to and carefully organize. Health administrative departments at all levels and departments in charge of traditional Chinese medicine should attach great importance to the improvement of service quality of integrated medical and nursing institutions, make arrangements and arrangements as an annual key task, strengthen work guarantee, implement various tasks, and ensure effectiveness. Integrate the medical and health service quality management of integrated medical and nursing institutions into the medical quality management system In order to ensure the quality and safety of medical and health services, it is necessary to strictly comply with relevant regulations and norms.

County health and health administrative departments should check the medical and health care institutions in one area, establish accounts for the problems found, and supervise the rectification. Self inspection and rectification work must be realistic and practise fraud. It is necessary to study and solve the universal problems in self-examination. （3） Consolidate the achievements, publicize and promote them. The health administrative departments at all levels shall carefully summarize the good experiences and good practices found in the actions, and increase the publicity and promotion.
