Member units of the aging work committees of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang production and Construction Corps and the national aging work committee:

In order to inherit the traditional virtues of filial piety and love for the elderly of the Chinese nation and vigorously create a social atmosphere of caring for the elderly, the National Working Committee on aging has decided to carry out the national "month of respect for the elderly" in 2020. The relevant matters are hereby notified as follows:

1、 Activity purpose

*** We will strive to safeguard the legitimate rights and interests of the elderly, strengthen the awareness of the national conditions of the aging population in the whole society, and widely carry out various forms and rich contents of activities to support, filial piety and respect the elderly throughout the country, so as to effectively enhance the sense of acquisition, happiness and security of the majority of the elderly.

4、 Activity content

（1） We will carry out in-depth visits to the elderly and volunteer services.

Mobilize and organize party members, cadres, social organizations and other forces from all walks of life to carry out various forms of visits and condolences, focusing on the poor elderly, help them consolidate their achievements in poverty alleviation, and ensure that they enter a well-off society together with the people of the whole country; Focus on visiting the elderly, living alone, empty nest and family planning special families to convey warmth, listen to their voices, reflect their demands and help them solve the difficulties they face in their daily life; Focus on visiting the disabled elderly to help them solve the difficulties and problems they face in basic life, medical security and long-term care. Encourage and support volunteer service teams and relevant social organizations to widely carry out "Jinhui helping the elderly" and other volunteer service activities for caring and helping the elderly according to the actual needs of the elderly.

（2） We launched the action of "helping the elderly with wisdom".

Launch the special action of "wisdom to help the elderly", strive to eliminate the "digital divide" faced by the elderly, and effectively protect the legitimate rights and interests of the elderly in the information age. Focusing on the problem that the elderly "can't use, dare not use, don't want to use and can't use" smart phones, mobilize family members, community service personnel, voluntary service organizations and universities for the elderly to carry out smart phone use training for the elderly; Strengthen the publicity of anti Internet fraud and electronic communication fraud knowledge, help the elderly master anti fraud knowledge and skills, and enhance their confidence in using; Encourage relevant enterprises to strengthen product research and development, design the elderly care version, simple operation procedures and convenient reading interface for one click access, so as to facilitate the use of the elderly; Actively build a charity fund-raising platform, widely mobilize caring enterprises and social people to carry out fund-raising activities, and solve the problem that the poor elderly have no smart phones available; Supermarkets, banks, hospitals, railway stations, subway stations, buses and other places where the elderly have frequent activities should retain necessary manual services to meet the normal service needs of the elderly who do not use smart phones.

（3） We will vigorously popularize health policies and knowledge for the elderly.

Further carry out the healthy China action (2019-2030) Special actions such as health promotion for the elderly, such as publicizing the basic public health service policies of the elderly, including health management for the elderly, combination of health care for the elderly and health care, health management of hypertension patients, health management of diabetes patients, and so on, will promote the implementation of the service projects. Combined with the characteristics of the elderly, publicize the scientific knowledge of elderly health around the normalization of epidemic prevention and control, nutritional diet, sports and fitness, mental health, injury prevention, disease prevention, rational drug use, rehabilitation nursing, life education and traditional Chinese medicine health care, Focus on publicizing Chinese citizens' health literacy - basic knowledge and skills, core information on elderly health, core information on prevention of senile disability, core information on prevention and intervention of Alzheimer's disease, etc.

（4） Widely organize a series of activities to safeguard rights and interests.

We will widely organize publicity activities for law popularization, deeply publicize laws and regulations such as the civil code and the law on the protection of the rights and interests of the elderly, publicize typical cases of safeguarding the rights of the elderly, enhance the whole society's awareness of safeguarding the legitimate rights and interests of the elderly, and improve the elderly's awareness of safeguarding their own rights and interests. Legal aid institutions at all levels and grass-roots legal aid work points, as well as "demonstration posts for the protection of rights of the elderly" and "preferential treatment service windows for the elderly" are encouraged to carry out various forms of publicity activities and voluntary service activities to facilitate the elderly to obtain the required legal services.

（5） Actively publicize the model figures and advanced deeds of respecting, loving and helping the elderly.

Release the third national "respecting the elderly civilization" and the list of commendation for national models of respecting, loving and helping the elderly, and organize mainstream media and new media to carry out in-depth publicity and coverage. All localities are encouraged to vigorously publicize the typical deeds of units and individuals commended in this region. We launched the micro video collection activity of "fighting poverty and making the elderly have something to do", held the special program "2020 Chongyang · Fushou China - fighting poverty and making the elderly have something to do", told the story of the elderly's self-help to fight poverty and publicized the typical deeds of "fighting poverty and making the elderly have something to do". A number of film and television works, public service advertisements, micro films, short videos and songs that promote the traditional culture of caring for the elderly, filial piety and respect for the elderly are intensively displayed to create a good social atmosphere.

（6） We will continue to organize national education on population aging.

Organize and carry out the activities of "entering organs, enterprises, schools, communities, elderly care institutions and villages" in the national education on population aging, and organize a publicity group on the national education on population aging composed of Party and government leaders, experts and scholars, elderly workers and advanced typical figures of "old people have something to do" to carry out various forms of thematic publicity and education activities. Guided by the needs of the audience, develop high-quality courses, innovate publicity forms, and pay attention to the combination of online and offline, so that all sectors of society can have a deeper understanding of the basic national conditions of population aging and form a broad consensus and action to actively respond to population aging.

5、 Job requirements

（1） Highly valued and carefully organized.

Local aging committees should earnestly strengthen the organization and leadership of the "month of respect for the elderly" activities in their own regions, plan ahead, carefully organize and promote them as a whole, so as to ensure the safety and order of various activities. All member units of the Committee on ageing should give full play to the advantages of departments and industries, strengthen cooperation, form joint forces, and organize and carry out a series of thematic activities with diverse forms and rich contents.

（2） Face the grass-roots level and pay attention to practical results.

The theme publicity activities of "respect for the elderly month" should adhere to facing the grass-roots level and the masses, combine the unified organization activities with the spontaneous activities of the masses, focus on doing practical, difficult and good things for the elderly, and highlight the solution of the practical problems of the elderly. We should strictly implement the spirit of the eight provisions of the Central Committee and its detailed rules for implementation, resolutely oppose formalism, run activities thrifty, and pay attention to practical results.

（3） Widely publicize and expand influence.

We should strengthen publicity, innovate publicity methods, make full use of mainstream media, new media, we media and other platforms, strengthen the publicity and coverage of the theme publicity activities of "respect for the elderly month", constantly expand the influence of the activities, and promote the formation of a broad consensus and action climax of caring for the elderly and filial piety for the elderly throughout the country.

Local aging committees and member units shall organize and carry out the activity of "respecting the elderly month" in accordance with the spirit of this circular and in combination with the actual situation. Please submit the activity summary (paper and electronic) of "respecting the elderly month" to the national Aging office before November 20, 2020.
