On January 16th, the signing ceremony of the "Home Environment Aging Adaptation Service Platform Construction Project" in Xi'an was successfully held at Xi'an Industrial Investment Group. At the event, the Xi'an Civil Affairs Bureau and Xi'an Industrial Investment Group signed a strategic cooperation agreement, clarifying that Xi'an Health and Medical Group will undertake the construction of a home environment aging friendly renovation service platform, marking a new level of aging friendly renovation work in Xi'an.

Diversified operation model to build a unified platform for the whole city

Promoting the aging friendly transformation of home environments is an important and crucial measure to actively address the severe challenges of population aging. Creating a diversified operational model, platform construction is a major highlight. Adopting the model of "government supervision+functional state-owned enterprise operation and management+market-oriented subject participation+market-oriented mechanism operation", our city will build the first city wide unified home environment aging adaptation service platform that integrates information consulting, design evaluation, construction supervision, and after-sales service.

The construction of an aging friendly renovation service platform is related to the development of the elderly care industry and people's well-being, and requires joint efforts from various aspects such as the government, enterprises, and society, "said Wang Dali, Director of the Aging Work Department of Xi'an Civil Affairs Bureau. At the end of last year, the Municipal Civil Affairs Bureau, together with Xi'an Industrial and Commercial Investment Group, went to Shanghai for inspection and learning of advanced experience and practices. Based on the actual situation in Xi'an, our city will adopt a market-oriented operation mode to further cultivate and strengthen the aging transformation market through "open door elderly care", and drive the consumption of elderly care products and services.

According to the agreement, the Municipal Civil Affairs Bureau will fully leverage its functions in guiding elderly care service planning, providing policy support, organizing guarantees, and supervising management, in order to stimulate the vitality of the elderly care service market. Xi'an Industrial and Commercial Investment Group will fully leverage the resource advantages of state-owned enterprises and actively activate idle assets to provide elderly care services in accordance with market-oriented principles. Xi'an Health and Medical Group will fully leverage its leading advantages in technology reserves, product integration, and multi domain resource integration in the field of aging adaptation, and do a good job in the construction and operation of an aging adaptation service platform.

Covering all districts and counties, providing services to the elderly throughout the city

Unlike the previous home aging adaptation work for elderly people with special difficulties implemented in our city, this platform construction provides home environment aging adaptation services to elderly families in need throughout the city, meeting the practical needs and earnest expectations of the elderly and their families. Wang Dali said that the aging population situation is becoming increasingly severe, and properly solving the problem of elderly people living at home has become an important part of deepening the reform and development of elderly care services, as well as a specific requirement for promoting the high-quality development of civil affairs.

It is reported that in 2023, our city issued the "Implementation Plan for Elderly Families with Special Needs in Xi'an during the 14th Five Year Plan Period", which will expand the scope of renovation to include elderly, disabled, and disabled families who receive dispersed support for extremely poor people, as well as elderly, disabled, left behind, empty nest, disabled families who receive urban and rural subsistence allowances and have low incomes, and special families for family planning.
