This year's event will be upgraded to further enrich the types of participants and supply factors, taking into account the market demand and industry trends of elderly care services. By collaborating with human resources, social security, and education departments, we invite multiple entities such as the Housing Management Institute of the Guangzhou Civil Affairs Bureau, professional colleges and universities related to elderly care, and vocational skill training institutions for elderly care talents to participate. On the basis of publishing service projects and equipment procurement elements, talent and venue information are included for the first time to promote the integration of multi element resources. In terms of resource supply, a total of 61 list of elderly care service related units, 45 list of product procurement units, and information on graduates of elderly care related majors from 13 universities in the city in 2024 and 2025 are integrated. According to the relevant person in charge of the Guangzhou Civil Affairs Bureau, in recent years, Guangzhou has closely adhered to the development factors of elderly care services, strengthened market factor protection, gathered supply and demand resources from all parties, and promoted the development of elderly care services and industries to keep pace.

In terms of policy guarantees, we will continue to implement various subsidies and tax incentives for basic elderly care services, study and establish a statistical survey system for the city's elderly care industry, develop a directory of elderly care enterprises, classify and cultivate, focus on supporting, and select brands, and create a leading enterprise in the field of elderly care in Guangzhou.

In terms of venue supply, the street and town comprehensive elderly care service centers and embedded elderly care service institutions will be included in the urban renewal unit facility allocation guidelines, proposing that idle properties such as government and state-owned enterprises should be given priority and preferential use for basic elderly care services. It is also clear that some directly managed houses for non residential purposes can be arranged for targeted leasing or enjoy rent reduction discounts.

In terms of manpower supply, universities, enterprises, and social evaluation institutions are encouraged to play a positive incentive role in talent evaluation. Relevant departments regularly organize skill competitions for elderly care workers, continue to implement the Guangzhou elderly care service talent improvement project, and promote the multi-directional development of the talent team. Implement talent preferential treatment policies and revise subsidy policies for elderly care service practitioners.

In terms of industrial empowerment, we should leverage regional advantages and driving forces, gather resources such as finance, insurance, technology, and healthcare, establish a financial support inclusive loan risk compensation mechanism, strengthen government bank cooperation, establish special credit products in the elderly care field, introduce insurance funds, and strengthen financial support. Improve the mechanism for price formation and dynamic adjustment of public elderly care institutions, and promote the healthy development of the market. Vigorously develop the silver haired economy, develop products and services such as medical care, elderly care, and technology assistance for the elderly.

Taking multiple measures simultaneously, achieving significant results in supply and demand coordination

In recent years, the Guangzhou elderly care service supply and demand docking and exchange activity has been held for three times, successfully connecting 166 projects with various elderly care service demand. National and even global elderly care industry resources flow into Guangzhou through this platform, injecting vitality into the market and benefiting the elderly.

This year's docking activities have also yielded fruitful results. After preliminary promotion and communication, 364 elderly care related demand projects were solicited, with a total investment demand of over 200 million yuan. A total of 27 demand projects were assisted in achieving cooperation, covering various community elderly care service facility operations, service evaluation, meal assistance, inspection and supervision, talent training, etc. The transaction amount reached 79.92 million yuan, an increase of 22.95%; About 85% of elderly care service enterprises and manufacturers participated in the activity for the first time; For the first time, we assisted the street community in connecting 31 sets of managed houses, further expanding the influence of the event.
