Notice on Recommending Members of the Expert Committee of Shaanxi Provincial Committee on Aging

Office of the Aging Work Committee (Civil Affairs Bureau) in each city, Civil Affairs Bureau of Yangling Demonstration Zone, member units of the Provincial Aging Work Committee, relevant research institutes, universities, and social organizations:


In order to deepen the study and implementation of the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, accelerate the implementation of the national strategy to actively respond to population aging, fully leverage the important role of expert think tanks in investigating, researching, consulting, and cooperating in the field of aging work, and continuously improve the scientific decision-making level of aging work in our province. According to the Working Rules of Shaanxi Provincial Committee on Aging, the following notice is hereby issued regarding the recommendation of candidates for the Expert Committee of Shaanxi Provincial Committee on Aging:


1、 Scope of candidates


Experts, scholars or managers engaged in research or practical work related to elderly care in various party and government organs, enterprises and institutions, mass organizations, universities, research institutes, medical institutions, elderly care institutions, social organizations and other units in the province, as well as relevant units in various cities.


2、 Selection criteria


(1) Adhere to the leadership of the Party, support the implementation of the Party's theories, line, principles, and policies, abide by the national Constitution, laws, and regulations, and possess good ideological and moral character, political quality, and professional ethics.


(2) Having a strong sense of social responsibility and mission, vigorously promoting socialist core values, caring for, supporting, and participating in the development of elderly care.


(3) Experts and scholars should engage in research in disciplines related to aging, such as demographics, economics, law, medicine, management, sociology, psychology, statistics, environmental resources, information technology, urban planning, architecture, education, and product design. Having a high academic level or rich practical experience, familiar with the national and provincial conditions of population aging, having a certain influence and reputation in the field of aging work research, and possessing relevant academic research results. Principally possessing a professional technical title of associate senior or above.


(4) Managers should engage in elderly management work in party and government organs, enterprises, institutions, and social organizations, be familiar with elderly work and related laws and regulations, and have experience in engaging in or participating in the formulation of relevant policy documents. High theoretical level, strong business ability, and rich management experience.


(5) The age is generally not more than 70 years old and the body is in good health. Capable of undertaking tasks such as decision-making consultation, training and promotion, project research, project demonstration, research supervision, evaluation and acceptance, and standard setting for elderly care work. Capable of innovation and forward thinking, with strong language communication and teamwork skills, able to effectively communicate and cooperate with other committee members to jointly complete the tasks of the expert committee.


3、 Regarding requirements


(1) The Expert Committee of the Provincial Committee on Aging, as a decision-making and consulting body of the Provincial Committee on Aging, is responsible for daily management in areas such as social security, elderly care services, medical and health care, rights protection, preferential services, silver economy, social participation, livable environment, education and technology, culture and sports, charity and volunteer work, etc.


(2) When formulating major regulations, plans, and policies related to the elderly, organizing relevant training, research, supervision, assessment, evaluation, and argumentation work, the Provincial Aging Commission or relevant departments will invite expert committee members to participate as needed. The unit should actively provide work links and resources for the committee members, provide convenient conditions, and ensure the smooth implementation of work tasks.


(3) All regions and units should adhere to the principle of seeking truth from facts and selecting the best from the best, actively mobilize experts, scholars, and managers who meet the conditions in their own systems and fields to participate in the application, and conscientiously carry out the qualification review for registration.


(4) The recommended personnel should truthfully fill out the "Application Form for Members of the Expert Committee of the Shaanxi Provincial Aging Committee" (see Annex 1), and obtain the approval and seal of their unit, the municipal civil affairs department, or the provincial business supervisory department (applicants from affiliated universities and research institutes can directly apply with the approval and seal of their unit). Please send the WORD version of the recommendation application form, the stamped PDF version, and the PDF version of the relevant supporting documents to the designated email before February 28, 2025. The Provincial Aging Office will select the best candidates for employment based on the review opinions and professional expertise of the unit. After public announcement of no discrepancies, the appointment letter will be announced and issued.
