2025 government work report

At 9: 00 on March 5, 2025, the opening meeting of the Third Session of the 14th National People's Congress was held in the Great Hall of the People. On behalf of the State Council, Premier Li Qiang of the State Council made a government work report to the Third Session of the 14th National People's Congress. Seven of them mentioned old-age care.

Review of work in 2024

Looking back on the work in 2024, the Prime Minister mentioned:

(1) the people's livelihood security is solid, the per capita disposable income of residents has actually increased by 5.1%, the achievements of poverty alleviation have been continuously consolidated and expanded, and the protection of compulsory education, basic old-age care, basic medical care and social assistance has been strengthened.

② Improve the basic pensions for urban and rural residents and retirees. Deepen the reform of old-age care services and formulate policies to promote the development of silver-haired economy. Work tasks in 2025

Regarding the pension-related work in 2025, there are five references in the government work report:

We will expand the supply of diversified services such as health care, old-age care, child care and housekeeping by relaxing access, reducing restrictions and optimizing supervision.

Improve the standard system and basic system of technology and finance, green finance, inclusive finance, pension finance and digital finance.

Strengthen the construction of professional teams in nursing, pediatrics, pathology and geriatrics, and improve the mental health service system.

Improve social security and service policies. The minimum standard of basic pension for urban and rural residents will be raised in 20 yuan, and the basic pension for retirees will be raised appropriately. Accelerate the development of the third pillar pension insurance and implement the personal pension system. Actively respond to the aging of the population, improve the policy mechanism for the development of pension undertakings and pension industries, and vigorously develop the silver-haired economy. We will promote community-supported home-based care for the elderly, strengthen care for the disabled elderly, increase support for the elderly's food service and the purchase and lease of rehabilitation AIDS, expand inclusive care for the elderly, and promote the development of rural care for the elderly. Accelerate the establishment of a long-term care insurance system.
