The "Notice" aims to implement the decisions and deployments of the Party Central Committee and the State Council, focus on the diversified needs of the elderly, build a "technical common divisor" and a unified "measurement scale", use standardization construction to help upgrade the elderly care industry, and promote the coordinated high-quality development of Shaanxi's silver economy and elderly care industry.

The Notice points out that starting from 2025, standardization construction of the elderly care industry will be carried out, and a batch of local standards that are in line with Shaanxi's characteristics will be compiled and released every year. Social organizations and enterprise institutions will be encouraged to develop group standards and enterprise standards. Carry out provincial standardization pilot and demonstration projects in the field of elderly care industry, cultivate a number of standardization work benchmarks and innovative application models of standards.

The Notice specifies that on the basis of the basic establishment of the standard system, the pilot construction of standardization will be scientifically organized and classified, with the guidance of fields such as aging adaptation, health care and travel, care robots, intelligent wearable devices, elderly culture and sports, rehabilitation equipment, etc.

The Notice encourages social organizations, enterprises and institutions, government agencies, foreign-invested enterprises, Taiwan funded enterprises, etc. to submit project approval applications to the Shaanxi Provincial Department of Civil Affairs. After being reviewed and reported by the Provincial Department of Civil Affairs, a standard project application is submitted to the Provincial Market Supervision Bureau.

Standardization is a key path to address the challenges of aging and promote industrial upgrading. The Notice further requires that the compliance, necessity, feasibility, and other evaluation of the declared projects should be strengthened, and selection and evaluation should be carried out according to the principles of systematicity, systematization, coordination, and scientificity, with the best candidates selected for application. The development cycle of the project must be strictly standardized. If it is not completed within the deadline, the project plan will be automatically terminated.
