Recently, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Special Action Plan for Boosting Consumption" and issued a notice, requiring all regions and departments to conscientiously implement it based on their actual situation.

The full text of the "Special Action Plan to Boost Consumption" is as follows.

In order to vigorously boost consumption, comprehensively expand domestic demand, increase income and reduce burden to enhance consumption capacity, create effective demand with high-quality supply, optimize the consumption environment to enhance consumption willingness, and address prominent contradictions that restrict consumption, this plan is now formulated to implement the special action to boost consumption.

1、 Action to Promote Income Increase for Urban and Rural Residents

（1） Promote reasonable growth of wage income. Implement employment support plans for key areas, key industries, urban and rural grassroots, and small and medium-sized enterprises. Continue to implement the policy of stable employment and return of unemployment insurance. Intensify employment support in response to changes in the situation and promote employment for key groups. Focus on key areas and key groups to carry out specialized skill training actions, improve diversified investment mechanisms, and do a good job in vocational skill level evaluation. Establish a sound mechanism for adjusting the minimum wage standard and scientifically and reasonably raise the minimum wage standard. Intensify the implementation of work for relief in key engineering projects and the construction of small and medium-sized agricultural and rural infrastructure, and expand the scale of labor remuneration distribution.

（2） Expand channels for property income. We will take multiple measures to stabilize the stock market, strengthen strategic strength reserves and market stability mechanism construction, accelerate the opening of medium and long-term capital entry barriers such as commercial insurance funds, national social security funds, basic pension insurance funds, and enterprise (occupational) annuity funds, strengthen the market value management of state-owned enterprises holding listed companies, and crack down severely on financial fraud in the capital market and illegal reduction of holdings by shareholders of listed companies in accordance with the law. Further enrich the variety of bond related products suitable for individual investors to invest in.

（3） Take multiple measures to promote farmers' income increase. Establish a sound mechanism for ensuring the income of grain farmers and distributing land appreciation benefits, and explore ways to revitalize and utilize the legally owned housing of farmers through leasing, equity participation, cooperation, and other means. Implement the action of increasing energy and income for low-income rural population, continue to implement the plan of cultivating high-quality agricultural brands, implement the action of "three products and one standard" for agricultural products, and promote the consumption of green, organic, famous, excellent, new and geographical indication agricultural products. Cultivate new types of agricultural management entities, develop courtyard economy, agroforestry economy, and homestay economy according to local conditions, implement subsidies for scrapping and updating agricultural machinery, and strengthen industrial linkage with agriculture.

（4） Solidly solve the problem of overdue payments. Accelerate the implementation of the work of repaying overdue enterprise accounts, strengthen the local government's territorial responsibility, "pay quickly and fully" for overdue enterprise accounts, especially for small and medium-sized enterprises, strengthen audit supervision, strengthen credit constraints, and improve the long-term mechanism for clearing debts.

2、 Consumer Power Guarantee Support Action

（5） Intensify efforts to ensure fertility and nurturing. Study the establishment of a childcare subsidy system. Guide places with conditions to include flexible employment personnel, migrant workers, and new forms of employment who participate in basic medical insurance for employees in maternity insurance. Implement the Pediatric Service Year Action Plan and increase the supply of pediatric services. During the high incidence period of seasonal diseases in children, increase the opening of night pediatric outpatient (emergency) clinics in general hospitals.

（6） Strengthen educational support. Expand the supply of educational resources for the net inflow of school-age population into urban areas. By 2025, we will increase the subsidy standards for some students, expand policy coverage, and continue to implement the national policy of interest free student loans and deferred repayment of principal. Promote the close integration of disciplines and majors in higher education institutions with the innovation and industrial chains, and improve the adaptability of talent cultivation to the needs of economic and social development.

（7） Improve the ability of medical and elderly care security. Establish a reasonable adjustment mechanism for basic pension insurance benefits, increase the financial subsidy standards for urban and rural residents' basic pension and basic medical insurance by 2025, and appropriately increase the basic pension for retirees. Fully implement the personal pension system. We will promote the abolition of the registered residence registration restrictions on flexible employees to participate in basic pension and medical insurance in their places of employment, and expand the pilot program for occupational injury protection.

（8） Ensure the basic livelihood of key groups. Strengthen the dynamic monitoring of low-income populations and provide differentiated assistance, promote the improvement of the basic living assistance system, enhance the level of special assistance, and strengthen development oriented assistance such as industrial employment. Strengthen support for care services for elderly people with complete disabilities. Encourage localities with conditions to provide relief funds or increase one-time living allowances to disadvantaged groups based on their actual situation. Timely and fully distribute unemployment insurance benefits to eligible unemployed individuals.

3、 Service Consumption Quality Improvement and Benefit the People Action

（9） Optimize the supply of "one old, one small" services. Promote the aging friendly transformation of the whole society, support local pilot exploration, and overall promote the installation of elevators in multi story buildings and the development of elderly meal assistance services. Actively developing industries such as anti-aging and silver tourism to unleash the potential of the silver consumer market. Encourage the development of community embedded childcare, employer run childcare, and integrated childcare services. Support and regulate the development of elderly care and childcare services by social forces, and improve the pricing mechanism for elderly care services. Encourage places with conditions to provide venue support and operational subsidies to inclusive childcare institutions based on actual conditions.

（10） Promote consumption of lifestyle services. Strengthen the construction of service supply capacity, support innovation in service consumption scenarios, integration of business formats, and industrial agglomeration. Improve the quality of catering services and support the development of local specialty catering. Intensify the training efforts in home service, encourage more higher education institutions and vocational schools to offer home service related majors, organize and implement special training projects for women's home service quality improvement and expansion, and improve the standard and credit system of the home service industry. By combining the construction of convenient living circles and embedded service facilities in urban communities, we will accelerate the completion of community resident service outlets such as shopping, catering, housekeeping, and maintenance.

（11） Expand cultural and sports tourism consumption. Deepen the integration of online and offline, business travel, culture, sports, and health industries, and innovate diversified consumption scenarios. Support the expansion of service projects for tourist attractions, cultural and museum units, reasonably extend operating hours, and expand reception scale. Support various regions to increase the supply of high-quality sports projects and characteristic sports events. Optimize the approval process for commercial performances, sports events, and various large-scale mass activities, increase the number of tickets available for sale (issuance) in a safe and controllable manner, strictly implement the responsibility system for content review at the premiere venue of tour projects, and promote "one-time approval, nationwide tour".

（12） Promote ice and snow consumption. Launch and implement the plan to enhance ice and snow tourism, organize consumption promotion activities such as the ice and snow consumption season, build a number of high-quality ice and snow themed tourist attractions and resorts, and support the construction of globally renowned ice and snow tourism destinations in areas with abundant ice and snow resources. Encourage various regions to enrich ice and snow venues and consumer product supply according to time and place.

（13） Develop inbound consumption. Expand the scope of unilateral visa free countries in an orderly manner, optimize and improve regional entry visa free policies. Launch more high-quality inbound tourism routes and services, improve the convenience level of overseas tourists traveling in China, and cultivate international markets such as medical and exhibition. Deepen the cultivation and construction of international consumption center cities. Support the establishment of duty-free shops at ports in eligible cities. Support more high-quality merchants to become departure tax refund stores and promote the "buy and refund" service measures for shopping departure tax refunds.

（14） Steadily promote the expansion and opening up of the service industry. Expand pilot projects for opening up telecommunications, healthcare, education, and other fields. Focusing on the upgrading needs of residents' consumption, promoting the import of high-quality lifestyle services such as medical and health care, cultural and entertainment. We will promote the inclusion of service consumption items such as camping, home stay, property services, and "Internet plus medical" in the list of industries that encourage foreign investment.

4、 Bulk Consumption Update and Upgrade Action

（15） Increase support for trade in of consumer goods. We will make good use of the extra long term special treasury bond funds, support local efforts to expand the scope of consumer goods to trade in the old for the new, promote the green and intelligent upgrading of large durable consumer goods such as cars, home appliances, and home furnishings, support the purchase of qualified and safe electric bicycles, and implement subsidies for the purchase of new digital products such as mobile phones, tablets, and smart watches (bracelets). Promote the pilot construction of second-hand commodity circulation, cultivate diversified second-hand commodity circulation entities, and innovate the circulation methods of second-hand commodities.

（16） Better meet the demand for housing consumption. We will continue to vigorously promote the stabilization of the real estate market, strengthen the implementation of urban village and dilapidated house renovation, and fully unleash the potential for rigid and improved housing demand. Allow special bonds to support city governments in purchasing existing commercial housing for use as affordable housing. Implement tax policies to promote the stable and healthy development of the real estate market. Timely reduce the interest rate of housing provident fund loans. Expand the scope of use of housing provident fund, support depositors to apply for personal housing loans from housing provident fund while withdrawing the provident fund to pay the down payment for purchasing a house, increase support for rental withdrawal, and promote the pilot work of flexible employment personnel deposit.

（17） Extend the automotive consumption chain. Carry out pilot reforms in automobile circulation and consumption, and expand the aftermarket consumption of automobiles such as car modification, leasing, sports events, and RV camping. Cultivate and strengthen the operating entities of second-hand cars, and continuously implement facilitation measures such as "reverse invoicing" for second-hand car sales and registration of cross regional transactions. Strengthen information sharing in the automotive industry, support the development of third-party second-hand car information query platforms, and promote reliable and convenient transactions for second-hand cars.

5、 Consumer Quality Improvement Action

（18） Strengthen the leadership of consumer brands. Focus on the service fields of commerce, logistics, culture and tourism, classify and formulate policies to improve service quality, and create more Chinese service brands. Integrating excellent traditional Chinese culture into product design, supporting the development of original intellectual property (IP) brands, promoting consumption of anime, games, esports, and related derivatives, and expanding the domestic and international incremental market for domestic "trendy products". Promote the first launch economy according to local conditions, encourage domestic and foreign high-quality product and service brands to open their first stores and hold their first exhibitions. Support the promotion of new forms and models of consumption. Organize and carry out the "Buy in China" series of activities to create a matrix of Chinese consumer goods.

（19） Support the accelerated development of new types of consumption. Deeply implement the action plan to enhance digital consumption and vigorously cultivate high-quality e-commerce. Carry out the "Artificial Intelligence+" action, promote "Artificial Intelligence+Consumption", accelerate the development and application promotion of new technologies and products such as autonomous driving, intelligent wearables, ultra high definition videos, brain computer interfaces, robots, and additive manufacturing, and open up a new high growth consumption track. Launch a special campaign for healthy consumption. Accelerate the improvement of the low altitude economic supervision system, and orderly develop low altitude consumption such as low altitude tourism, aviation sports, and consumer grade drones. Continuously enriching cruise routes and tourism products, promoting the convenience of yacht registration and reporting.

（20） Improve the level of integration of domestic and foreign trade. Promote the integration of systems such as domestic and foreign trade standard certification. Support the expansion of domestic sales of foreign trade products, carry out the China Tour of Foreign Trade Excellent Products activity, and guide foreign trade OEM enterprises to accelerate the cultivation of independent brands. Implement domestic trade credit insurance to support the integration of domestic and foreign trade policies.

6、 Consumer Environment Improvement and Enhancement Action

（21） Protect the rights to rest and vacation. Strictly implement the system of paid annual leave, and make the implementation of paid annual leave an important part of the union's efforts to safeguard the rights and interests of employees. The local party committee organization department and the human resources and social security department shall strengthen the regular supervision of the implementation of the rest and vacation system in various units, and make the implementation of paid annual leave a key supervision content. Encourage the combination of paid annual leave and short holidays to achieve flexible staggered leave. Protect the rights and interests of workers to rest and vacation in accordance with the law, and shall not illegally extend the working hours of workers. Encourage places with conditions to explore the establishment of spring and autumn leave for primary and secondary schools based on actual conditions.

（22） Create a reassuring consumption environment. Implement a three-year action plan to optimize the consumption environment, further improve systems such as quality standards, credit constraints, comprehensive governance, and consumer rights protection. Establish a sound consumer goods and service consumption standard system, strengthen the construction of credit system in the consumer field, improve the diversified resolution mechanism of consumer disputes, and promote more efficient ways of consumer rights protection. Standardize unreasonable business practices such as "the lowest price across the entire network" in the fields of online sales and live streaming sales, advocate for high-quality products at actual prices, severely crack down on the sale of counterfeit and inferior products in accordance with the law, and strengthen the supervision of defective product recalls. Deepen the management of layered charging and complex operation of television.

（23） Improve urban and rural consumption facilities. Deepen the implementation of county-level commercial construction actions and the transformation and upgrading of "thousands of stores", strengthen the construction of county-level logistics distribution centers and rural terminal logistics distribution facilities. Actively develop smart business districts, immersive experience spaces, etc., and promote the transformation of traditional department stores and other physical stores into new commercial venues. Intensify the support for business activity venues, public transportation capacity, temporary parking spaces, and other supporting facilities in nighttime consumption gathering areas.

7、 Restriction measures, cleaning and optimization actions

（24） Reduce consumption restrictions in an orderly manner. Each region and relevant department should timely clean up unreasonable restrictions on consumption based on their actual situation, and must not adopt a one size fits all approach or layer by layer escalation. Promote the transformation of automobile and other consumption from purchase management to usage management, and guarantee the purchase needs of "long-term unstable" car free families by years. Guide local areas to carry out traditional folk consumption activities in an orderly manner. Ensure equal participation of all types of business entities in social group procurement, and prohibit the disguised setting of purchase thresholds such as ownership and merchant ratings.

（25） Continuously optimize the business environment. Improve the negative list management mode for market access, with a focus on environmental protection, health, security, quality inspection, fire protection and other fields, thoroughly clean up and rectify various market access barriers, and create a stable, fair, transparent and predictable market environment. Encourage various regions to simplify the approval process for promotional activities, community markets, outdoor displays, signage facilities, etc., and implement online reporting and processing. To enhance the efficiency of regulatory inspections through cross departmental collaboration, and to ensure uninterrupted access to public consumption venues.

8、 Improve support policies

（26） Strengthen the coordination and linkage of policies to promote consumption. Reform and improve the system and mechanism for promoting consumption, improve and make good use of the macro policy orientation consistency evaluation mechanism, strengthen the coordination between fiscal, taxation, finance, industry, investment and other policies and consumption policies, promote joint efforts, and build a policy system that is more conducive to promoting consumption.

（27） Strengthen the supporting role of investment in consumption. Better coordinate investment and consumption, expand effective investment in consumer infrastructure, enhance consumer service functions, and promote the benign mutual promotion of investment efficiency improvement and consumption expansion and upgrading through new forms and models of consumption. The central budget will invest heavily in supporting the construction of projects in the fields of education, healthcare, skills training, elderly care, cultural tourism, and sports, to fill the gaps in public services. Support the issuance of Real Estate Investment Trusts (REITs) in the infrastructure sector for eligible projects in the areas of consumption, cultural tourism, etc.

（28） Give full play to the guiding and driving role of fiscal policy. By utilizing policy tools such as fiscal subsidies and loan interest subsidies, highlighting key areas and implementing precise policies, we will combine promoting consumption with benefiting people's livelihoods and addressing shortcomings, expand consumer demand, enhance consumer capacity, and better leverage the positive role of consumption in promoting the circulation of the national economy and driving economic growth.

（29） Strengthen credit support. Encourage financial institutions to increase their investment in personal consumer loans under the premise of controllable risks, and reasonably set the amount, term, and interest rate of consumer loans. Support financial institutions to optimize the repayment methods of personal consumption loans in accordance with the principles of marketization and rule of law, and carry out loan renewal work in an orderly manner. In 2025, financial subsidies will be given to eligible personal consumption loans and loans to service industry operators in the consumption sector.

（30） Improve consumer support measures. Encourage trade unions at all levels to use funds for holiday gifts, employee fitness, cultural and sports consumption. Intensify the implementation of consumer assistance and strengthen precise coordination between production and sales. Explore and carry out prize invoice activities. Improve the statistical monitoring of service consumption, new forms and models of consumption, strengthen the statistics of online retail sales of physical goods by buyers in different regions, and improve the comprehensive consumption statistics system.
