Recently, the "2025 Xi'an Home Decoration Kitchen and Bathroom 'Revitalization' Policy Measures and Implementation Plan" have been officially issued. This plan expands the coverage of subsidies and raises the subsidy standards through two major measures: individual purchase product subsidies and comprehensive subsidies for residential decoration materials. It provides consumers with preferential benefits with "real money and silver", helps to "rejuvenate" the quality of life of the people, and promotes the upgrading of the consumer market.

Product subsidy

Expansion of subsidy scope

Focusing on green, intelligent, and aging friendly directions, subsidies will be provided to individual consumers for purchasing 22 subcategories of products in four major categories: sanitary ware, furniture and lighting, smart homes, and home aging friendly products (see Annex 1 for the subsidy product catalog);

Sanitary ware: includes four types of products: toilets, basins, bathtubs, and showers.

Furniture lighting: including sofas, bedding (including mattresses, bedside tables, bed frames), bedding (including bed sheets, bedding, pillows, bed sheets), tables and chairs (including dining tables and chairs, dressing tables, coffee tables), cabinets (including cabinets, bathroom cabinets, wardrobes, bookcases), and lighting fixtures.

Smart Home: Includes three types of products: smart toilets (including smart toilet seats), smart door locks, and smart home control systems (including smart monitoring).

Home aging friendly products: including elderly care beds, wheelchairs (walking aids), automatic sensing lamps, flashing vibration doorbells, hearing aids, oxygen concentrators, ventilators, blood pressure monitors, and blood glucose meters.

Upgrading subsidy standards

Individual consumers who purchase subsidized products such as sanitary ware, furniture, lighting, and smart homes will receive a subsidy of 15% of the final selling price (excluding all discounts);

Purchase products with energy efficiency or water efficiency standards of level 1 or above and receive a subsidy of 20% of the final selling price (excluding all discounts);

Purchase home aging subsidy products and receive a subsidy of 30% of the final selling price (excluding all discounts);

The maximum subsidy for each product according to the above standards is 2000 yuan.

Subsidy method

Offline physical stores. Individual consumers bind their mobile phone numbers on the Alipay platform and complete real name authentication. They can get preferential qualification through Alipay search for the keyword "Xi'an home decoration consumer goods trade in subsidy". When they buy subsidized products in physical stores, they can enjoy a discount in the payment process.

Online e-commerce platform. Individual consumers can enter the government subsidy zone on the e-commerce platform participating in the activity, receive Shaanxi home decoration trade in coupons, purchase subsidized products on the platform, and enjoy instant discounts in the payment process.

Subsidy conditions

Consumers must purchase subsidized products from participating sales companies.

Consumers should cooperate with participating companies to collect necessary product information.

Consumers and enterprises must participate in the activities in accordance with the Implementation Rules for the "Revitalization" of Home Decoration in Shaanxi Province in 2025.

Audit Procedure

Subsidy declaration. ① Physical stores submit sales orders, invoices and subsidy confirmations for consumers to purchase subsidized products through the Alipay platform. ② E-commerce platforms provide order information for purchasing subsidized products.

Review and disburse funds. The subsidy funds approved will be disbursed to the sales enterprise by the local business department of the sales enterprise through the provincial unified platform review, and the Municipal Bureau of Commerce will summarize and review them. Following the principle of immediate review and timely disbursement, the approved subsidy funds will be disbursed to the sales enterprise.

Comprehensive subsidy for residential decoration materials

Subsidy scope

Based on the decoration contract signed between consumers and decoration enterprises, subsidies will be provided for the comprehensive cost of decoration materials (including material and construction costs) incurred by consumers entrusting decoration enterprises to carry out decoration and renovation of their own residences, excluding the cost of household appliances, sanitary ware, household lighting, smart homes, and home aging products listed in this plan. (Please refer to Attachment 2 for the catalog of subsidized decoration materials)

Upgrading subsidy standards

Based on the decoration contract signed between consumers and decoration enterprises, subsidies will be given in tiers according to the invoice amount of comprehensive decoration material costs (including material costs and construction costs) in the decoration contract, with a maximum subsidy of 10000 yuan.

Each property owner and each residential unit can only enjoy one comprehensive subsidy for residential decoration materials. The subsidy funds will be adjusted in a timely manner according to the budget usage, on a first come, first served basis, and will be used up as soon as possible.

Subsidy method

Adopting the method of decoration first and subsidy later. Consumers log in to the "iXi'an" app to complete the qualification application. The participating decoration companies will carry out decoration and complete the delivery according to the decoration contract, and the decoration companies will directly reduce the subsidy amount according to the subsidy standard.

Subsidy conditions

Residential buildings undergoing renovation and renovation should be located within the administrative area of Xi'an City (including Xixian New Area), and have completed real estate registration (real estate certificate or property ownership certificate) or online contract filing; The resettlement housing for urban villages (shantytowns) can provide a compensation agreement for housing expropriation and resettlement, as well as proof of delivery issued by the street office or village committee.

The subsidy applicant must be the property owner of the residential property. If there are two or more property owners in the same residential property, one property owner must be designated as the subsidy applicant and obtain authorization from other property owners to carry out decoration and renovation.

Consumers must sign a decoration contract with the participating decoration companies, and the signing time of the decoration contract must be after the release date of this plan (including the release date), and the delivery time of the decoration completion and invoice issuance time must be before December 31, 2025 (including December 31, 2025).

Before carrying out decoration and renovation, decoration registration should be carried out at the property service provider (the unit or enterprise responsible for property management).

Audit Procedure

Subsidy declaration

① After the consumer completes the qualification application and the decoration enterprise confirms the information, the decoration enterprise shall submit the pre decoration photos (with location and time watermarks attached to each decoration physical space), decoration contract, and comprehensive cost budget list of decoration materials to the "iXi'an" APP.

② After completing the delivery of residential decoration and reducing the subsidy amount, the decoration enterprise submits the completion acceptance form, subsidy confirmation letter, detailed list of comprehensive decoration material costs, invoice for comprehensive decoration material costs, subsidy payment voucher, on-site construction and completion comparison photos (with location and time watermarks attached to each decoration physical space) and other materials through the "iXi'an" APP.

Review and disburse funds

① After the preliminary review by the "iXi'an" APP, the renovated residential area will be submitted online to the local housing and construction department for review; After the review and public announcement by the local housing and construction department, the review results will be pushed online to the Municipal Housing and Construction Bureau.

② The Municipal Housing and Urban Rural Development Bureau shall promptly summarize and review the subsidy fund allocation plan, and push it to the Municipal Bureau of Commerce in batches. The Municipal Bureau of Commerce shall allocate the subsidy funds to decoration enterprises. When the local town, street, and housing departments conduct audits, they should conduct on-site spot checks on the authenticity of the decoration contract performance according to a household ratio of not less than 20% and 10%, respectively.
