In 2019, I launched the pilot project of "Internet plus nursing service". Some provinces and cities actively launched the pilot project of "Internet plus nursing service", and made some beneficial explorations in improving management system, preventing and controlling occupational risks, establishing medical service prices and medical insurance payment policies, and achieved some results. In order to implement the Central Committee and the State Council's active strategy to cope with the aging of population and implement the strategic plan for healthy China, increase the supply of nursing services and further promote the pilot work of "Internet plus nursing services", we hereby notify the following requirements.

1、 Further expand the scope of the pilot

The Internet plus Internet plus nursing service pilot work can be carried out in all provinces (autonomous regions and municipalities). The pilot provinces (Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang and Guangdong) have been conducting pilot projects according to the circular. Other provinces have at least 1 cities in the city to conduct pilot work on Internet + nursing services, with a pilot period of 1 years, January 2021 to December.

2、 Standardized pilot work

The health and health administrative departments and medical institutions should carry out the pilot work of "Internet plus nursing service" in a standardized and orderly manner according to the relevant requirements of the "Internet plus nursing service pilot work plan". The health and health administration departments should formulate and improve the "Internet plus nursing service" management system, service standards and technical standards, and determine the pilot project of "Internet plus nursing services" in the area. Open qualified pilot hospitals to the public and accept social supervision. Strengthen the management of Internet information platforms and take effective measures to prevent, control and respond to risks. We should actively coordinate the relevant departments to establish and improve the price of Internet plus nursing services and the payment policy for medical insurance. The pilot medical institutions should conduct "Internet plus nursing services" according to the law, conduct comprehensive assessments of the service objects, and provide nurses with qualified and qualified conditions to provide relevant services, so as to ensure the quality and safety of medical care.

3、 Increase the supply of nursing services

Local health administrative departments should coordinate regional medical resources and reasonably guide medical institutions to increase the supply of nursing services according to the urgent nursing service needs of the people in the region, focusing on the elderly, disabled and other disabled elderly. The Internet plus nursing service is integrated with family doctor's contract, family bed and continuing nursing service to provide personalized and differentiated nursing services for the masses. Encourage qualified medical institutions to actively carry out the pilot work of Internet plus nursing service according to the requirements of grading treatment, combined with functional positioning and actual situation. We should give full play to the supporting role of high-quality nursing resources in large hospitals, and improve the ability of primary nursing care by means of city medical groups, county medical associations, specialized associations and telemedicine, so that medical institutions and primary medical institutions below two levels can play a greater role in Internet plus nursing services.

4、 Strengthen nurse training

All localities should combine targeted training of nurses providing "Internet plus nursing services" in line with the characteristics of the new format of "Internet plus nursing service". Through training, nurses can not only improve their nursing service ability and professional skills, but also enhance their emergency treatment and emergency disposal ability in case of emergencies. Strengthen nurses' awareness of practicing according to law, standardize nursing service behavior, and improve nursing service quality.

5、 Actively guard against professional risks

Health departments and health care providers that carry out Internet plus nursing services should take effective measures to prevent and control risks and effectively respond to risks. For example, conduct a comprehensive assessment of the service object, and verify its identity information, medical record data, family signing agreement, health files and other data; We should strengthen training for nurses providing Internet plus nursing services, and make requests for their qualifications, service scope and contents. Evaluate the suitability of the Internet plus nursing service project, strictly project scope and make it public; Provide nurses with mobile app positioning and tracking system, configure work recorder, and equipped with one button alarm, delay early warning and other devices; Purchase medical liability insurance, personal accident insurance, etc. We should formulate and improve the emergency response plan for the pilot work of Internet plus nursing services, effectively deal with unexpected situations and ensure medical safety.

6、 Explore price and payment policies

The health and health administration departments should actively coordinate with relevant departments, and establish a complete medical policy and medical insurance payment policy that is conducive to the development of pilot projects of Internet plus nursing services, combining the characteristics and service forms of the new format of "Internet plus nursing services".

7、 Relevant requirements

(1) strengtening organization and leadership. Health departments and medical institutions should attach great importance to the pilot work of "Internet plus nursing service", strengthen organizational leadership, establish linkage mechanism, strengthen communication and coordination, and promote the orderly development of pilot work.

(two) support practical innovation. All localities should actively carry out pilot work of "Internet plus nursing service" in combination with actual conditions, and bravely practice and innovate in the service mode, management standard, information support, risk prevention, behavior supervision, price payment, etc., and form demonstration experience and typical practice, and take points to the surface and gradually promote it.

(three) timely follow-up assessment. Health and health administration departments should strengthen guidance for pilot projects of "Internet plus nursing services" in medical institutions within the jurisdiction, and timely track progress in evaluation. New problems and new problems should be emerging in the process of launching the pilot project. We should actively study and solve them. I will timely carry out third party assessment of pilot projects of Internet plus nursing services in different places.

The provincial health and health administration departments shall, according to the requirements of this notice, formulate the specific implementation plan of the pilot project of "Internet plus nursing service" in the area according to the actual conditions, and submit it to the medical and health authority of the hospital before the end of December 2020.
