In particular, the "several measures for accelerating the development of elderly care services in Guangdong Province" issued in November 2019 put forward 27 "hard measures" with full "gold content" around meeting people's needs, breaking development bottlenecks, optimizing development environment and improving service quality. In April 2020, Guangdong established a joint meeting system between provincial elderly care service departments, defined the division of responsibilities and tasks of 24 member units, and coordinated the development of elderly care services in the province.

The mechanism of capital investment and land supply continued to be strengthened. The proportion of lottery public welfare funds used by governments at all levels in the province for social welfare undertakings shall not be less than 50% for the construction of elderly care services, and the proportion of funds shall be increased to more than 55% from 2021; From 2016 to 2019, the province invested 11.346 billion yuan in the construction of elderly care services. We will promote cities at and above the prefecture level and counties where conditions permit (cities and districts) prepare special plans for elderly care service facilities, and incorporate the planning and distribution of various elderly care service facilities into the overall land and space planning and detailed planning. At present, Guangzhou, Shenzhen, Zhuhai, Shantou, Foshan and Jiangmen have prepared and issued special plans for municipal elderly care service facilities, and other cities have started planning this year.

The welfare system for the elderly has been continuously improved. The nursing system of the province's extremely poor dependants benefited 230000 elderly people; The old age allowance system benefits 2.7 million elderly people, and is one of the provinces with the widest coverage of the old age allowance (allowance) system and the largest number of elderly people in China. It has promoted all localities to successively include the application for the old age allowance in the "fingertip office" of the wechat applet "Guangdong Provincial affairs". By the end of September 2020, 82000 people had applied for the old age allowance through the "Guangdong Provincial affairs".

There are 12000 community home-based elderly care service facilities in the province, and a "quarter hour" service circle has been initially formed in some areas; There are more than 1200 catering service points in the province; Promote the integrated development of home, community and institutions, and support the construction of community embedded elderly care institutions; Guide Guangzhou, Yunfu and other places to carry out the pilot of "family elderly care beds" and extend institutional professional care services to elderly families. Vigorously promote the "Internet plus smart endowment", the Pearl River Delta cities and Zhanjiang, Yunfu and other places have established an information platform for the elderly services, accurately docking the needs of the elderly and pension services resources. At present, 32000 rural left behind elderly people are registered in the province. The province has comprehensively established a regular visit system for rural left behind elderly people in counties and cities without districts, and 100% of the extremely poor people who have centralized support needs and can't take care of themselves are admitted to support institutions.
