The 2025 National Civil Affairs Work Conference was held in Beijing to summarize the civil affairs work in 2024 and deploy tasks for 2025. Lu Zhiyuan, Secretary of the Party Group and Minister of the Ministry of Civil Affairs, attended the conference and delivered a speech.

In 2024, the work and elderly care services for the elderly will be solidly promoted. Establish and improve the working mechanisms of aging committees and aging offices at all levels. The central government has allocated 300 million yuan in guiding funds to support the development of elderly meal assistance services in various regions. We have launched a campaign to improve basic elderly care services at home and in the community, supporting the construction of 358000 family elderly care beds and providing 668000 home visits. As of the end of October, the number of elderly meal assistance points in China reached 75000, with 404000 various types of elderly care institutions and facilities, and 62.2% of nursing beds.

By 2025, we will vigorously promote the implementation of the national strategy to actively respond to population aging.

——Research and formulate policies for the in-depth implementation of the national strategy to actively respond to population aging, formulate the "15th Five Year Plan" for the development of the national aging industry and elderly care service system, improve policies and measures to promote social participation of the elderly, safeguard their legitimate rights and interests, and develop the silver economy.

——Deepen the reform and development of elderly care services, promote the construction of elderly care service networks, cultivate elderly care service operators, strengthen care services for disabled elderly people, promote the development of mutual assistance elderly care services, strengthen the construction of elderly care service talent teams, and ensure the quality and safety of elderly care services.
