Notice on Promoting the Promotion and Application of Smart Health Elderly Care Products
Civil Affairs Bureau and Finance Bureau of each district and county, as well as Civil Affairs Department and Finance Department of each development zone:
In order to implement the spirit of the "Opinions of the General Office of the State Council on Developing the Silver Hair Economy and Enhancing the Welfare of the Elderly" and the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Reform and Development of Elderly Care Services", promote the application of smart and healthy elderly care products in our city's elderly care service institutions, and effectively improve the level of intelligence, informatization, and standardization of elderly care services, the relevant work notice on promoting the application of smart and healthy elderly care products is now as follows:
1、 Work objectives
Deeply implement the national strategy of actively responding to population aging, adhere to the people-centered approach, and create new products, formats, and models for smart elderly care. Encourage and support elderly care service institutions to introduce technology assisted elderly care products according to their needs. Through the promotion and application of technology and smart elderly care products, help employees of elderly care service institutions reduce labor intensity, improve working conditions, and enhance service quality, providing strong technological support to meet the growing demand for elderly care services.
2、 Subsidy target
Various types of elderly care service institutions that are legally registered and filed in Xi'an.
3、 Subsidy standards
A one-time subsidy of 30% of the product transaction price will be given, and purchasing multiple products can accumulate the subsidy. During the pilot period, institutions with fewer than 500 registered beds in the civil affairs department will receive a total subsidy of no more than 100000 yuan, while institutions with 500 or more registered beds will receive a total subsidy of no more than 200000 yuan. The subsidy funds are disbursed from the municipal welfare lottery public welfare fund.
4、 Subsidy period
From March 10th to October 31st, 2025, products purchased during this period can apply for subsidies (based on the date of invoice issuance). The subsidy adopts the principle of "total amount control, first report, first supplement, and then stop". If the subsidy funds are used up in advance, subsequent subsidy applications will no longer be accepted. This subsidy method will be piloted in 2025 and adjusted in subsequent years according to the policy implementation effect and actual situation.
5、 Implementation steps
(1) Intention solicitation. Based on the "2023 Elderly Products Promotion Catalogue" and "2024 Elderly Products Promotion Catalogue" published by the Ministry of Industry and Information Technology, we will solicit demand for smart and healthy elderly care products from all elderly care service institutions in the city, and form a product demand list.
(2) List formulation. The Municipal Civil Affairs Bureau organized experts in the elderly care service industry to review the product list, comprehensively evaluate the types, functions, and supplier qualifications of the products, and form the "Xi'an 2025 Smart Health Elderly Care Product Subsidy List".
(3) List release. The Municipal Civil Affairs Bureau released the List of Xi'an 2025 Smart Health Pension Product Subsidies through the channels of "Xi'an Civil Affairs" WeChat official account and Xi'an elderly care service information platform, including product name, function, model, picture, supplier and contact information.
(4) Subsidy application. Before purchasing smart health elderly care products, elderly care service institutions need to log in to the Xi'an Elderly Care Service Information Platform to submit a purchase application, and the Municipal Civil Affairs Bureau will review whether the institution meets the subsidy conditions. After the review is approved, the institution will contact the supplier to purchase the products on its own. After the products arrive and are used for 30 days, the institution will log in to the Xi'an Elderly Care Service Information Platform to apply for subsidies, fill in the institution information online, upload payment vouchers, invoices, commitment letters from elderly care service institutions, product usage photos (display time) and other materials, and submit them to the civil affairs department of the district (development zone) where the institution is located for verification.
(5) District and county verification. After receiving the subsidy application submitted by the elderly care service institution, the civil affairs department of the district (development zone) needs to conduct on-site verification of the institution's use of smart health elderly care products, mainly checking whether the products are installed in place and used normally. After verification, they will be submitted to the Municipal Civil Affairs Bureau for review.
(6) Municipal level review. After receiving the application from the district and county, the Municipal Civil Affairs Bureau will organize a third-party review in a timely manner, mainly to verify payment vouchers, purchase invoices and other information. If it is found during the review process that the submitted materials by the institution are incomplete, the elderly care service institution is required to supplement the materials in a timely manner, and if necessary, conduct on-site review in conjunction with the district (development zone) civil affairs department.
(7) Review and publicize. The list of elderly care service institutions that have been approved for subsidies will be publicly announced on the official website of the Municipal Civil Affairs Bureau and the Xi'an Elderly Care Service Information Platform for a period of no less than 5 working days.
(8) Funds disbursement. After the public announcement of no objections, the Municipal Elderly Care Development Center shall transfer the subsidy funds to the designated account of the elderly care service institution through bank transfer within 30 working days.
(9) Return and disposal. If institutions that have received subsidies return goods, they need to submit a return application on the Xi'an Elderly Care Service Information Platform, fill in the name, model, price, subsidy amount and other information of the returned product, and upload refund vouchers and other materials. After approval, the elderly care service institution needs to return the subsidy funds received to the designated account within 5 working days.
6、 Job requirements
(1) Strengthen organizational leadership. Promoting the application of smart and healthy elderly care products is an important measure to promote the high-quality development of elderly care services in our city. The civil affairs departments of various districts, counties, and development zones should attach great importance to it, designate dedicated personnel to be responsible, strengthen overall coordination, and steadily and orderly promote implementation.
(2) Intensify publicity efforts. Relying on new media platforms such as WeChat official account and short video, we should increase the publicity of smart health elderly care products, fully mobilize the enthusiasm of elderly care service institutions and elderly care intelligent product manufacturers, and create a good public opinion atmosphere and social environment for the promotion and use of smart health elderly care products.
(3) Strict supervision of funds. Elderly care service institutions and suppliers should sign separate "commitment letters" and submit them to the civil affairs department for filing. Any act of providing false information to defraud subsidies, once verified, will result in the full recovery of the embezzled subsidy funds, and those with serious circumstances will be held legally responsible.
(4) Ensure good service guarantee. Civil affairs departments at all levels should implement dynamic management of smart health and elderly care products, guide and supervise production enterprises to operate in a standardized manner, and improve service quality. We should actively play the role of a bridge and link to help elderly care service institutions coordinate and solve various difficulties and problems encountered in the procurement process.
