In recent years, Guangzhou has focused on deepening the reform of the release, management and service of elderly care services, fully liberalizing the elderly care service market, and making full use of market mechanisms and market forces to develop elderly care services while earnestly fulfilling the basic responsibilities of the government.
At the press conference of "Guangzhou guidance on supporting social forces to participate in the construction of key areas" held on March 17, 2022, Yi Lihua, a second-class inspector of Guangzhou Civil Affairs Bureau, revealed at the meeting that there are 7763 pension enterprises in the city, accounting for nearly 35% of the total in the Province; 75% of the elderly care beds, 98% of the elderly care service complexes, 97.5% of the elderly canteens and 95% of the life care services are provided by social forces, which have become the main force in providing elderly care services in Guangzhou.
Yi Lihua said that the relevant experience and practices of the Municipal Civil Affairs Bureau have been selected into 10 typical cases of the national development and Reform Commission innovating the way of government resource allocation, and the main practices include the following aspects.
First, liberalize the market. Specifically, we should liberalize access, prices and resources. In terms of access, cancel the license for the establishment of pension institutions, apply for the establishment of pension service social organizations and pension service enterprises, and directly apply for registration in accordance with the law if they meet the conditions. The same treatment shall be given to local, foreign and foreign investors in elderly care service projects. In terms of price, public elderly care institutions shall ensure that the elderly living in extreme poverty, subsistence allowances and low-income live in free or preferential accommodation, the bed fee and nursing fee shall be set by the government, and the board fee shall be charged according to non-profit. In addition, other elderly care service fees shall be subject to independent pricing. Private pension service charges are set by the operators independently and made public on their own initiative. In terms of resources, the government will entrust the community elderly care service facilities organized by the government to professional institutions in principle, and actively explore project cooperation, public construction, private and other modes to improve the resource allocation efficiency of public elderly care institutions.
Second, optimize services. Specifically, it is to strengthen support, increase funding and build a platform. In terms of strengthening support, in addition to preferential policies such as tax preference and price reduction, policies such as rent preference, extension of lease term and priority renewal are also implemented for those who use idle state-owned enterprise properties and public real estate to carry out elderly care services. The lease term is up to 20 years, and the rent is calculated and collected according to 50% or 75% of the market rent reference price or evaluation price. In terms of increasing subsidies, social forces will be given subsidies for new beds, nursing subsidies, star rating subsidies and subsidies for the combination of medical care and nursing services, so as to make up not only the "brick bed", but also the "head", but also the quality of service. On the construction platform, the exchange activities of supply and demand docking of elderly care services are held every year, and an online supply and demand docking platform is built. Since 2019, there have been 264 projects of supply and demand docking, involving the purchase amount of services of 350 million yuan.
Third, strengthen supervision. Adhere to the combination of government supervision, industry self-discipline and public supervision, effectively strengthen the supervision during and after the event, standardize the management of the elderly care service industry, and ensure the healthy and orderly development of elderly care services. Entrust a third-party institution to carry out the supervision and evaluation of elderly care service institutions, regularly conduct comprehensive evaluation on personnel, facilities, services, management and reputation, and give differentiated subsidies according to the evaluation results. At present, the city's three-star pension institutions account for 37% of the province, and five-star pension institutions account for 48% of the province.
In the next step, Guangzhou Civil Affairs Bureau will earnestly implement the guiding opinions of Guangzhou on supporting social forces to participate in the construction of key areas, optimize the business environment, fully leverage the participation of social forces, increase the supply of high-quality elderly care services, and provide multi-level and professional elderly care services for the elderly.
