In order to promote the high-quality development of elderly care services, standardize the management of elderly meal assistance services, and improve the level of elderly meal assistance services, in accordance with the work deployment of the Municipal Party Committee and the Municipal Government, the Municipal Civil Affairs Bureau has issued the "Xi'an City Elderly Meal Assistance and Catering Service Management Measures (Trial)" (hereinafter referred to as the "Measures"). The relevant content is interpreted as follows:
1、 Development background
In recent years, the Party and government have attached great importance to providing meal assistance services for the elderly. The Central Committee of the Communist Party of China, the State Council, the Ministry of Civil Affairs, and Shaanxi Province have successively issued a series of policy documents on elderly care services, requiring all regions to actively respond to population aging, optimize the supply of urban and rural elderly care services, and establish a sound elderly meal assistance service system. Our city has vigorously developed meal assistance services for the elderly, and has emerged with "Fan Da Ye", "Bei Shi Hui", "Shared Restaurant" and other meal assistance service models. Among them, China Central Television has reported on the "Fan Da Ye" meal assistance service model.
In order to optimize and improve the quality of meal assistance services for the elderly in the city, we have learned from the experience of other places, conducted on-site research on the practices of districts and counties, and formulated this "Measures" in accordance with the requirements of the "Action Plan for Promoting High Quality Development of Elderly Care Services in Xi'an City", clarifying specific matters, standardizing service management, providing financial guarantees, and further constructing a multi-level elderly care service system to enhance the happiness and sense of gain of the elderly.
2、 Formulation basis
The Central Committee of the Communist Party of China and the State Council have issued the "Opinions on Strengthening the Work of Aging in the New Era", which clearly states that "street communities are responsible for introducing professional institutions such as meal and bath assistance to provide services for the elderly, and community organizations are responsible for introducing relevant nursing professional institutions to carry out home-based elderly care work". The State Council has issued the "14th Five Year Plan for the Development of National Elderly Care and Elderly Care Service System", which clearly requires the construction of a urban and rural elderly meal assistance service system. The establishment of a network of elderly meal assistance services is necessary. By comprehensively utilizing resources such as community elderly care service facilities and idle houses, a batch of standardized community elderly cafeterias (meal assistance service points) with traceable food materials, safety, hygiene, and reasonable prices will be created . Support local elderly care service institutions, catering venues, etc. to increase meal assistance functions and promote neighborhood mutual assistance meal assistance models. Enrich and innovate the mechanism for providing meal assistance services, adopt forms such as central kitchens, community canteens, and mobile dining carts according to local conditions, reduce operating costs, and facilitate dining for the elderly The 2022 Government Work Report puts forward clear requirements for meal assistance services, "actively responding to the aging population, optimizing the supply of urban and rural elderly care services, and supporting social forces to provide daytime care, meal assistance cleaning, rehabilitation care, and other services.
In order to implement the deployment of meal assistance services related to the Party and government, the General Office of the Municipal Government issued the "Action Plan for Promoting the High Quality Development of Elderly Care Services in Xi'an", which made specific arrangements, refined task indicators, and provided financial guarantees, requirement Promote the elderly meal assistance service model and provide high-quality, affordable, convenient and accessible meal assistance services for the elderly. By 2023, the coverage rate of urban community meal assistance services for the elderly will reach 70%. Support the development of meal assistance services for the elderly, and provide a one-time construction subsidy of up to 100000 yuan to newly built meal assistance points that meet the standards. According to the actual number of meal days for eligible elderly people, provide 2 yuan per person per day for meal assistance points for the elderly Subsidies for dining services. The required subsidy funds shall be borne by the city and district/county (development zone) in a ratio of 5:5.
3、 Main content The main content of the "Measures" is reflected in five aspects: service supply, project implementation, service management, subsidy targets and standards, and supervision and management. (1) Regarding service supply. Drawing on the experience of other regions and combining with the actual situation in our city, four elderly meal assistance service models are proposed, including the elderly care service institution service model, the catering enterprise+meal assistance service model, the community cafeteria+meal assistance service model, and the self built kitchen service model. Among them, the elderly care service institution service model is the main service model. Clarify the layout and location selection, construction standards, and operating conditions of meal assistance service points, and increase the supply of elderly meal assistance services through multiple channels and methods. (2) Regarding project implementation. Clarify tasks and responsibilities, optimize the main links such as acceptance and filing of meal assistance service points, and ensure the smooth implementation of the project. (3) Regarding service management. Standardize the management of meal assistance services mainly from aspects such as service identification, recipe development, information management, and proactive publicity. It is proposed that the business entity should determine the charging standard of elderly meals according to the principle of capital preservation and meager profit, and report to the Subdistricts of China for filing to ensure that the elderly enjoy intimate services and price concessions. At the same time, it is allowed for meal assistance service points to open dining services to community residents while prioritizing meeting the dining needs of the elderly and offering discounted prices. (4) Regarding the subsidy recipients and standards. It is proposed that the elderly over 60 years old can enjoy preferential elderly meal prices. Among them, the elderly over 60 years old living at home and the elderly over 80 years old living alone in empty nests (7 categories of elderly with special difficulties) with registered residence in the city, who live in scattered poverty, low-income families, special family planning families, preferential service and security objects, heavy disabilities, etc., will be subsidized 2 yuan per person per day on the basis of enjoying preferential prices, The required funds will be borne by the finance department. The construction and operation subsidies for meal assistance service points shall be in accordance with the "Xi'an Municipal Special Fund Management Measures for Elderly Care Services (Trial)" and the "Xi'an Guidelines for Promoting High Quality Development Support Policy Projects for Elderly Care Services". (5) Regarding supervision and management. Propose the establishment of a linkage mechanism, ledger management mechanism, and exit mechanism between the civil affairs department and relevant functional departments to supervise and manage the operation and services of meal aid service points. 4、 Implementation The construction of the elderly meal assistance service system is an important part of building a multi-level elderly care service system. Doing a good job in providing meal assistance and catering services for the elderly requires the joint efforts of the government, society, and the market. Next, the Municipal Civil Affairs Bureau will promote the implementation of the "Measures" from three aspects. One is to consolidate responsibility. To do a good job in catering service for the elderly, strengthening the implementation of responsibilities is the key. It is necessary to strengthen the territorial responsibilities of the civil affairs departments of all districts and counties (development zones) and the Subdistricts of China (town people's governments), so as to ensure the role of the government as a sole source and play a market role. The second is to strengthen collaboration. Each district, county, and development zone should fully utilize the joint meeting mechanism of elderly care services, strengthen the overall guidance of elderly meal assistance and catering services, solve existing problems, and promote the implementation. The civil affairs department is responsible for policy formulation, supervision and guidance, overall planning, subsidy fund review, selection and approval of operating institutions, information construction, supervision and inspection of elderly meal assistance services. Matters related to food safety, fire safety, etc. shall be fulfilled by relevant departments according to their functional division of labor. The Subdistricts of China (town people's government) is responsible for the site selection and construction organization of catering service points, the selection and daily supervision of operating agencies, and the preliminary review of subsidy funds. The third is to increase publicity. The civil affairs departments of all districts and counties (development zones) and Subdistricts of China (town people's governments) should make full use of newspapers, the Internet, WeChat and other media to increase the interpretation and publicity of policies related to catering service for the elderly, widely disclose the distribution locations and "catering maps" of catering service for the elderly, and constantly improve the awareness and participation of catering service for the elderly, so that the elderly can enjoy high-quality, inexpensive, convenient and accessible catering service.
