In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, implement the opinions of the CPC Central Committee and the State Council on strengthening the work on aging in the new era and the notice of the general office of the CPC Central Committee and the State Council on printing and distributing the opinions on promoting the construction of the basic elderly care service system, and accelerate the construction of the basic elderly care service system, the following implementation opinions are put forward in combination with the actual situation of Guangdong.

1、 Clarify the content of basic elderly care service objects

(1) Implement the list system of basic elderly care services. According to the national list of basic elderly care services, the list of basic elderly care services in Guangdong Province is formulated and implemented, and the contents of the list are dynamically adjusted and improved according to the level of economic and social development, the actual needs of the elderly and the financial status of the government. Municipal People's governments at or above the local level shall formulate and publish the list of basic elderly care services in their respective regions according to the list of basic elderly care services in the province. The list shall include the service items in the list of basic elderly care services in the province, and the coverage and realization degree shall not be lower than the requirements of the list of basic elderly care services in the province. We will promote the combination of government purchase of services and direct provision of services, and give priority to the elderly living in extreme poverty and the disabled, elderly, unattended and other elderly people in low-income, marginal and expenditure oriented families. By 2025, a basic elderly care service system covering all the elderly, with clear rights and responsibilities, appropriate security and sustainability will be basically completed.

(2) Establish a comprehensive assessment system for the ability of the elderly. We will implement the national standards for the assessment of the ability of the elderly, coordinate the assessment of the ability, needs, health, care and disability levels of the elderly in the civil affairs, health and health, medical insurance, disabled persons' Federation and other departments, and provide comprehensive assessment of the ability of the elderly aged 65 and above who have assessment needs according to their applications. The assessment results are mutually recognized throughout the province and used by all departments according to their needs. We will implement the national vocational skills standards for older people's ability assessors, cultivate a number of professional assessment institutions and teams, and promote the orderly and standardized development of socialized assessment institutions.

(3) Improve the information database of basic elderly care services. Establish a statistical investigation system for the status of the elderly and basic elderly care services, and carry out statistical monitoring of basic elderly care services. We will promote the unified collection, mutual recognition and open sharing of information on basic elderly care service objects and service security information, and achieve accurate identification and dynamic management of basic elderly care service objects. We will make public the policies, funds, objects, projects and contents of basic elderly care services, and accept the supervision of the public. Relying on the grass-roots management service platform, it provides convenient elderly care services such as policy consultation, information query and business handling of basic elderly care services, and gradually realizes the transformation from "people looking for services" to "services looking for people".

2、 Enhance the effective supply of basic elderly care services

(4) Support families to assume the pension function. We will adopt government subsidies and other means to carry out home aging adaptation for elderly families with special difficulties, and guide socialized professional institutions to provide home aging adaptation services for elderly families in need. We will improve the basic norms and operational policies for home-based elderly care services, support elderly care service institutions to operate home-based elderly care beds, and provide home care, household care, rehabilitation care, training support, spiritual comfort and other services for the elderly. We will implement relevant tax incentives, one-child nursing leave and other family pension support policies, develop "respite services" for family members of long-term care objects, and continuously enhance family pension care capabilities. Encourage the development of community rental services for rehabilitation aids to improve the elderly's ability to take care of themselves and the quality of home-based care.

(5) Optimize the community elderly care service network. Promote the construction of a three-level demonstration home-based community elderly care service network at the county (city, district), township (street) and community levels, promote the coordination and connection of home-based, community and institutional elderly care services, and form a "15 minute elderly care service circle". In counties (cities, districts), we will build support service facilities focusing on the centralized care of disabled and extremely poor people, and enhance the ability to provide long-term care. Promote the construction of comprehensive elderly care service centers in villages and towns (streets), undertake comprehensive service functions such as full-time care, day care, door-to-door service, coordination and guidance, and radiate the surrounding communities as a central station. Promote the construction of home-based elderly care service stations in the community, and provide the elderly with one-stop elderly care services such as day care, meal supply, nursing and health care, spiritual comfort, auxiliary equipment rental, door-to-door service, etc. Set up home-based elderly care service points in urban residential districts (districts) with demand and conditions, and explore the service mode of "community + property + elderly care".

(6) Improve the security capacity of public elderly care institutions. We will promote the high-quality development of public elderly care institutions, give full play to their basic role in providing basic elderly care services, enhance long-term care services, and improve the security capacity of basic elderly care services. We will improve the waiting system for check-in assessment of public elderly care institutions. On the basis of meeting the centralized support needs of the extremely poor, we will give priority to ensuring the check-in needs of the disabled, widows, disabled, older people, older people from special family planning families, retired servicemen and other preferential care recipients, and older people who have made outstanding contributions to the society in urban and rural areas with minimum living allowances, marginal minimum living allowances, and expenditure oriented families. Public and private pension institutions should comprehensively consider the quality indicators such as business reputation, service level and sustainability, select the best operators, strengthen performance supervision, and ensure that state-owned assets are not lost, the public welfare attribute is not changed, the disclosure function is not weakened, and the service quality is not reduced.

(7) We will increase the supply of elderly care services in rural areas. We will take rural elderly care services as an important part of the work of "agriculture, rural areas and farmers" and rural revitalization, and strengthen the layout and construction of rural elderly care service facilities in combination with the implementation of the "high-quality development project of 100 counties, 1000 towns and 10000 villages". We will guide and promote the "two hospitals in one" or adjacent construction of rural grass-roots medical and health institutions and elderly care service institutions. Encourage qualified Township nursing homes to expand into rural comprehensive elderly care service centers with service, guidance and support functions on the basis of meeting the centralized support needs of the extremely poor, and extend the service scope to villages. Give play to the leading role of grass-roots party building, encourage the integration of rural elderly care service facilities with party masses service centers, new era civilization practice centers, cultural activity centers, etc., implement the visiting and caring system for the elderly with special difficulties, organize and mobilize grass-roots party members and cadres to regularly visit and pair up with the elderly left behind in rural areas, and ensure that the lives of the elderly in rural areas are managed, services are provided, and mutual assistance is organized.

3、 Broaden the supply channels of basic elderly care services

(8) We will strengthen the support of the state-owned economy for the inclusive elderly care. Give full play to the role of state-owned enterprises in the construction of the basic elderly care service system, guide local state-owned capital to actively cultivate and develop state-owned enterprises whose main business is the inclusive elderly care service, and support qualified regions to establish state-owned elderly care service group companies. Where provincial state-owned enterprises provide public welfare pension services, they will explore the implementation of classified accounting and assessment for public welfare pension services, and the state-owned assets supervision department will provide corresponding support according to the classification reform requirements. Encourage and support the transformation of training and recuperation institutions affiliated to Party and government organs and state-owned enterprises and institutions into inclusive elderly care service facilities.

(9) Support social forces to provide basic elderly care services. We will improve the policies for social forces to participate in supporting the development of basic elderly care services. The government will provide sites and facilities free of charge or with low compensation, and social elderly care service institutions that are enjoying various preferential and supportive policies should give priority to providing basic elderly care services. Encourage qualified prefectures and cities to optimize policies such as bed construction subsidies and operation subsidies of elderly care service institutions, and support elderly care service institutions to provide basic elderly care services. We will guide elderly care service enterprises to participate in the special action of urban enterprise linkage for inclusive elderly care, and support honest and trustworthy enterprises to participate in the construction of inclusive elderly care. We will further improve the price formation mechanism under the market principle and promote the price of inclusive elderly care services to operate within a reasonable range. By means of counterpart cooperation and pair assistance, we will explore regional collaboration and linkage of basic elderly care services to promote the balanced development of basic elderly care service elements in urban and rural areas and between regions.

(10) Establish a mutual aid pension support mechanism. Actively support and cultivate all kinds of elderly care volunteer service organizations, and support and guide volunteer service organizations and charitable organizations to undertake and operate elderly care volunteer service projects. Relying on the voluntary service recording mechanism, establish and improve the "time savings system" of voluntary service for the elderly. We will thoroughly implement the Guangdong volunteers' trustworthy joint incentive plan, and encourage the whole people to participate in volunteer services for the elderly. Give full play to the role of township (sub district) social work service stations and village (community) social work service points, rely on various community service facilities, build community mutual aid elderly care service platforms and community volunteer service stations, and cultivate and develop mutual aid elderly care models such as neighborhood mutual aid, relatives and friends' assistance, and old age assistance.

4、 Improve the basic pension service security mechanism

(11) We will improve the channels for pension payment and security. We will improve the old-age security policy, expand the coverage of old-age insurance, and promote the full coverage of legal personnel of basic old-age insurance. We will improve the mechanism for adjusting basic old-age insurance benefits, promote the development of enterprise (occupational) and individual pensions, and improve the level of retirement benefits. We will orderly develop inclusive financial services for the elderly, and encourage financial institutions to develop payment, savings, financial management, trust, insurance, public funds and other pension financial products that meet the characteristics of the elderly. We will improve medical security policies and raise the level of medical insurance benefits for the elderly. Optimize and integrate the old age allowance for the elderly and subsidies for the elderly with economic difficulties, such as the elderly and disabled, and reasonably determine the coverage and standards of nursing subsidies for the elderly and disabled with economic difficulties. We will accelerate the establishment of a long-term care security system that integrates relevant insurance, welfare and assistance.

(12) Strengthen the guarantee of planned land facilities. People's governments at or above the county level shall incorporate the construction of elderly care service facilities into the overall land and space planning of their own level, formulate an overall plan to promote the development of elderly care service facilities at different levels, and strengthen the land guarantee for elderly care service facilities. Civil affairs departments at all levels shall be listed as members of the land and space planning committee at the corresponding level and earnestly perform their duties. All localities should strictly implement the "four synchronization" mechanism between new residential quarters and supporting elderly care service facilities, and strengthen the supervision and management of facilities planning, construction, acceptance and handover. By 2025, new urban areas, old urban areas and new (built) residential (small) areas will be equipped with perfect elderly care service facilities according to standards and requirements. In the process of urban renewal, transformation of old urban communities and improvement of rural living environment, we will comprehensively promote the construction of barrier free environment and the aging adaptation of public facilities, support the installation of elevators in buildings where conditions permit, and create a livable environment for the elderly.

(13) We will expand the supply of elderly care professionals. We will improve measures for training, using, evaluating and encouraging elderly care service personnel. By 2025, the province will have trained 200000 elderly care service personnel in total, and the training rate of the main principals of elderly care institutions and elderly care nurses will reach 100%. Support qualified colleges and universities to set up majors related to elderly care services, promote cooperation between colleges and elderly care service institutions, and attract students to study majors related to elderly care services through targeted training. We will strengthen vocational skills training for elderly care nurses of "southern Guangdong housekeeping", promote the identification of vocational skills, and implement subsidies for vocational skills training as required. Cities and prefectures with conditions are encouraged to give one-time job subsidies or monthly job subsidies to graduates of ordinary undergraduate colleges and Vocational Colleges (including technical colleges) who have reached a certain number of years of employment in elderly care posts, as well as elderly care nurses who have reached a certain number of years of employment and obtained a certain level of vocational skills. For medical personnel working in medical institutions run by elderly care institutions, relevant incentive policies for grass-roots medical personnel can be implemented by reference.

(14) Strengthen information technology support. Accelerate the wide application of Internet, big data, artificial intelligence, 5g and other information technologies and intelligent hardware in the field of elderly products, further promote the establishment of smart health elderly care application pilot demonstration, and cultivate a number of smart health elderly care application pilot demonstration enterprises, parks, towns (streets) and bases. Rely on scientific and technological means to empower elderly care services, and promote the effective docking and accurate matching of elderly care service needs and resources. Strengthen the construction of information accessibility, optimize the online service mode by relying on platforms such as "Guangdong Provincial affairs", focus on high-frequency issues and service scenarios involving the elderly, optimize public services, government services and life services, effectively solve the difficulties of the elderly in applying digital technology, and facilitate the elderly to obtain basic elderly care services.

5、 Strengthen supervision on the quality of basic elderly care services

(15) We will strengthen monitoring of the quality of elderly care services. Give full play to the technical support role of the Guangdong Provincial elderly care service standardization technical committee, improve the elderly care service standard system, implement the Guangdong elderly care service standard system planning and roadmap (2022-2026), and promote the full implementation of the current national standards, industry standards and local standards of the province. Continue to carry out star rating of elderly care institutions in Guangdong Province, and organize professional institutions to conduct comprehensive star rating of elderly care institutions on an annual basis. We will improve the service quality evaluation system of elderly care service institutions, regularly organize dynamic monitoring, random sampling, comprehensive evaluation of various elderly care service institutions, and publish them to the public. Take all kinds of assessment, assessment and monitoring results as important reference basis for comprehensive supervision of elderly care services, government purchase of services, and construction and operation subsidies.

(16) Strengthen the credit construction of elderly care institutions. Establish and improve the credit files of elderly care institutions, take the unified social credit code as the symbol, incorporate the credit information of elderly care institutions such as registration and filing, rating, administrative inspection, administrative punishment, filing commitment and performance into the "national elderly care service information system", and synchronously share the relevant information to "credit Guangdong", the national enterprise credit information publicity system (Guangdong), the Guangdong provincial comprehensive information service platform for social organizations Guangdong Provincial Public Institution Registration and management credit information platform and provincial data resource "one network sharing" platform. Take the credit information of elderly care institutions as an important basis for rating elderly care institutions and taking differentiated regulatory measures, and make it public to the public through the information publicity platform of relevant registration and management authorities, government portals and industry information platforms.

(17) Improve the comprehensive supervision system and mechanism. We will establish a cross departmental collaborative supervision mechanism for elderly care services, formulate and issue comprehensive supervision measures and prepayment management measures for elderly care service institutions, and prevent and resolve the risks of illegal fund-raising and fraud in the field of elderly care services. All localities should strengthen the comprehensive supervision of basic elderly care services, ensure the quality and safety of services, and seriously investigate and hold accountable for violations of laws and regulations.

6、 Strengthening the organizational guarantee of basic elderly care services

(18) Strengthen organizational leadership. Adhere to the party's overall leadership over the construction of the basic elderly care service system, and the main responsible persons of the party and government shall take overall responsibility. Party committees and governments at all levels should strengthen the performance evaluation, supervision and inspection of the construction of the basic elderly care service system, bring the construction of the basic elderly care service system into the economic and social development planning and important agenda, into the work supervision, into the provincial government's supervision and incentive for cities and counties to do a real job, and into the comprehensive performance evaluation of actively responding to the aging of the population. The coordination mechanism for elderly care services at all levels should give full play to its leading and coordinating role, timely study and solve major problems in the construction of the basic elderly care service system, strengthen the supporting connection of reform in various related fields, and work together to support the construction of the basic elderly care service system.

(19) Strengthen diversified input. All localities shall establish a fund guarantee mechanism for basic elderly care services, and the provincial finance shall coordinate the existing fund channels to provide support. We will strengthen the performance management of funds for the construction of the basic elderly care service system, strengthen supervision, and improve the efficiency of the use of funds. Enhance the support capacity of the state-owned economy for the elderly care service system, and strengthen the effective supply of the state-owned economy in the field of basic elderly care services. Encourage and guide qualified financial institutions to participate in the construction of the basic elderly care service system, and enhance the enthusiasm and order of the participation of diversified capital subjects. Encourage and guide enterprises, social organizations, individuals and other social forces to provide support and assistance for basic elderly care services through donation, establishment of charitable funds and other means according to law.

(20) Strengthen coordinated development. Give full play to the decisive role of the market in the allocation of resources, and stimulate the vitality of various market entities to participate in the construction of the basic elderly care service system. Give better play to the role of the government
