Recently, the full text of the 2026 Shaanxi Provincial Government Work Report was released. In the report, organizing the Xi'an International Elderly Care Industry Expo is listed as one of the key tasks for Shaanxi in 2026. The report clearly states that we will support the successful hosting of characteristic brand exhibitions such as the Xi'an International Elderly Care Industry Expo, strengthen the exhibition economy, and enhance the quality and efficiency of domestic and international opening up.

After three sessions of cultivation, the Xi'an International Elderly Care Industry Expo (referred to as Xi'an Elderly Care Expo) has grown into the largest, highest standard, and best traded elderly care industry exhibition in the western region, with a cumulative signed amount of over 15.2 billion yuan. The 4th Xi'an Old Expo is jointly hosted by the Xi'an Municipal People's Government and the Shaanxi Provincial Department of Civil Affairs, and organized by the Xi'an Civil Affairs Bureau, Xi'an Municipal Bureau of Commerce, Xi'an Chanba International Port Management Committee, Guangdong Kuaicai Exhibition Co., Ltd., and Shaanxi International Economic and Trade Exhibition Group Co., Ltd. It will be held at the Xi'an International Convention and Exhibition Center from September 17 to 19, 2026, with an exhibition area of 40000 square meters, comprehensively improving the effectiveness of participation and supply-demand coordination.

Dear representatives

Now, on behalf of the Provincial People's Government, I would like to report my work to the conference for review and invite members of the Provincial Political Consultative Conference to provide their opinions.

1、 Review of Work in 2025

The past year was the end of the 14th Five Year Plan. We adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement the spirit of the 20th National Congress of the Communist Party of China and the various plenary sessions of the 20th Central Committee, and implement the important instructions of General Secretary Xi Jinping's important speeches during his visits to Shaanxi. Under the strong leadership of the Provincial Party Committee, we deepen the "Three Year Plan" activities, concentrate on fighting the "eight tough battles", take multiple measures to stabilize employment, enterprises, markets, and expectations, and achieve a 5.1% increase in regional GDP, 441000 new urban jobs, 5.6% increase in per capita disposable income of residents, 13.47 million tons of grain production, and complete the "14th Five Year Plan" task of reducing energy consumption per unit of GDP. The province has taken solid steps towards high-quality development and modernization construction.

Over the past year, I have mainly focused on six areas of work:

（1） Focus on expanding domestic demand to ensure stable economic operation. We will seize the opportunity of the country's unconventional counter cyclical adjustment policy, make good use of "dual", "two new" and new policy financial instruments, and strive for 64.8% and 42.5% growth in central budget investment and ultra long term special treasury bond respectively. Increasing industrial investment around the industrial chain, projects such as the transmission system of Fast New Energy Vehicles have started construction, and projects such as the pilot line for non-ferrous high-tech materials and the modified biopharmaceutical industrial park have been accelerated. Investment in industry, manufacturing, and industrial technological transformation has increased by 9.4%, 13.3%, and 6.1% respectively, while private investment has increased by 4.6%. The investment structure and efficiency have been further optimized and improved. Resolutely stabilizing the basic energy production base, 11 coal mines including Kekegai have been completed and put into trial operation, with an additional production capacity of 30.95 million tons per year. Projects such as Shaanxi Coal Yulin Chemical Phase II are progressing smoothly, major projects such as National Energy Coal Comprehensive Utilization have started, and the Shaanxi Anhui DC transmission project is progressing in an orderly manner, with an additional installed capacity of 10.04 million kilowatts of renewable energy. The Xiyan High speed Railway and four expressways including Meishan Taiyuan and Langao to Shaanxi Chongqing border have been completed and opened to traffic. The construction of four high-speed railways including Xishi and Kangyu has been accelerated. The Xi'an Metro Line 15 has been put into operation. The Dongzhuang Water Conservancy Hub has lowered its gates for water storage, and the Mazhen Water Diversion Project on the Yellow River East Line has been put into trial operation. The annual investment in transportation and water conservancy has reached 84.5 billion yuan and 48.63 billion yuan respectively. Strengthening the implementation of trade in of consumer goods, the retail sales of communication equipment, household appliances, and new energy vehicles above designated size increased by 40.9%, 27.1%, and 30.6% respectively. Through public networks, the retail sales increased by 22.9%, and 11 new commercial leading counties in the country were added. The total retail sales of consumer goods increased by 6%. The balance of RMB deposits and loans of financial institutions increased by 6.9% and 6.6% respectively, and the added value of for-profit service industry increased by 6.9%. The number of inbound tourists doubled, while the number of domestic tourists and total expenses increased by 5.6% and 7.5%, respectively.

（2） Strengthen technological innovation and build a modern industrial system. Taking the construction of the Xi'an Regional Science and Technology Innovation Center as the driving force, we will promote the deep integration of scientific and technological innovation and industrial innovation, accelerate the construction of major scientific and technological infrastructure such as advanced attosecond lasers and translational medicine, and add 25 new sets of major technological equipment. Qin Chuangyuan has upgraded and expanded its capacity, with 45 newly recognized provincial-level enterprise technology centers and 1000 new industrial enterprise research and development institutions. The "Three Reforms" have been deepened and expanded, with 22 pilot projects of "investment first, stock later". 1013 new enterprises have been added for the transformation of scientific and technological achievements, and 69 concept verification centers and 107 pilot bases have been established respectively. 1324 people have been promoted to professional titles based on their transformation contributions. 761 technological challenges have been overcome in key industrial chains, and significant achievements have been made in the research and development of key technologies such as stacked batteries, high-resolution monitoring satellites, and non spherical artificial lenses. Xeno organ transplantation has been selected as one of the top ten breakthroughs of the year by Science. We will deepen the reform of the "five mechanisms" of science and technology finance, and the first 10 billion yuan provincial-level science and technology innovation fund will be put into operation. Six new academicians have been added, 3529 engineering master's and doctoral students have been trained under the "dual mentor system", 94 talents in short supply have been recruited through the "campus recruitment and sharing" system, and 247 and 35 national specialized, refined, special and new "little giants" and single champion enterprises have been established respectively. The total number of "top five" enterprises increased by 9%. Developing new quality productive forces according to local conditions, 989 new industrial production capacity projects were added, and the output value exceeded 150 billion yuan. The added value of industrial enterprises above designated size increased by 7.3%. In the era of chip industry, projects such as 8-inch semiconductors, BYD new energy vehicle power batteries, Fudi 12 gigawatt hour power battery expansion, and Huatian Technology chip technology transformation have been put into operation. The production of monocrystalline silicon wafers, heavy-duty truck transmissions, and titanium processing remains leading, and the added value of the automotive industry has increased by 20.2%. Eight industrial chains, including drones and photonics, saw double-digit growth in output value, with 11 industrial chains worth billions. Five brands, including Xifeng liquor, were selected as the first batch of Chinese consumer goods. The project to double the annual natural gas production capacity of 15 billion cubic meters of oil and the Hengshen high-performance carbon fiber project have been completed, and the Yushen Southwest Thermal Power and West East Gas Transmission Line 3 Shaanxi section have been put into operation. The production of coal to ethylene glycol and coal to olefin ranks among the top in the country, with an external power transmission of 111.6 billion kilowatt hours, and the added value of the energy industry has increased by 8.1%. Implementing the "Artificial Intelligence+" initiative, the "Nine Days" large-scale general unmanned aerial vehicle made its maiden flight, 16 national level intelligent factories reached excellence, 404 enterprises passed the national integration of industrialization and informatization standards, and the photonics integration industry was selected as one of the first national level manufacturing pilot platforms. Strengthen the layout of the hydrogen energy industry and produce 760 hydrogen fuel vehicles. One national level characteristic industrial cluster for small and medium-sized enterprises has been added, and Baoji and Xianyang have respectively become pilot cities for national manufacturing new technology transformation and digital transformation of small and medium-sized enterprises. The first Private Economy Innovation and Development Conference was held, and the added value of the private economy increased by 5.5%. Yan'an apples and Hanzhong traditional Chinese medicinal materials have been selected as national level advantageous characteristic industrial clusters, and the comprehensive output value of kiwifruit has increased by 8.5%, with an export growth of 53.6%. Add 1 national level agricultural industrial park and 7 industrial strong towns. The provincial crop seed breeding and processing base has been put into operation, and Northwest Agricultural University has drawn the world's first wheat stripe rust resistance gene map. Eight varieties in the province have been selected for the national promotion catalog of excellent crop varieties.

（3） Promote urban-rural integration and promote common prosperity for the people. Accelerate the urbanization of the Xi'an metropolitan area, synchronize the "hard connectivity" of infrastructure and the "soft connectivity" of public services in the integration of Xi'an and Xi'an, and accelerate the formation of industrial synergy in Guanzhong, northern Shaanxi, and southern Shaanxi. 870 old urban communities have been renovated, benefiting over 100000 households. 88000 sets of urban villages have been renovated, and 9790 kilometers of gas pipelines have been updated and renovated. 456 communities have completed temporary electricity management, and 600000 households have access to comfortable electricity. Classify and promote the characteristic and differentiated development of county-level economy. The county-level economy has grown by more than 5.5%, the output value of leading industries has exceeded 1.5 trillion yuan, and the total new economic output has exceeded 20 billion yuan in two counties, reaching 29. The output value of Chencang and Yangxian parks has exceeded 10 billion yuan, and the output value of Fuping park has exceeded 20 billion yuan. Establish a national spatial control system, carry out the "three in one" protection of cultivated land quantity, quality, and ecology, and build and renovate 941800 acres of high standard farmland. Effectively responding to rare spring and summer droughts and strong autumn rains in history, grain production has achieved consecutive bumper harvests. 507 demonstration villages of the "Ten Million Project" have been built, and the penetration rates of rural tap water and sanitary household toilets have exceeded 98% and 85%, respectively. The achievements of poverty alleviation have been consolidated. The Chinese Civilization Rural Style Conference was held in Yan'an. Implement a package of policies to promote high-quality and full employment, helping 168000 unemployed and disadvantaged individuals find employment, with an urban surveyed unemployment rate of 5.3%. The coverage rate of inclusive preschool education resources has reached 94.5%, and 11 new regular high schools have been established. Yangling Vocational College and Shaanxi Institute of Technology have been promoted to vocational undergraduate programs, and 8 vocational colleges and 12 professional groups have been selected for the second phase of the national "Double High Plan". 97 undergraduate majors have been added to universities, and Xi'an Theatre Academy has been listed for enrollment. Fully launched real-time settlement of urban medical insurance, and 236 mutual recognition projects for inspection and testing results of medical institutions. Implementing the childcare subsidy policy, the number of childcare and elderly care beds per thousand people has reached 4.7 and 27.3 respectively, and 16000 households with special difficulties have completed aging adaptation. Improve the urban and rural subsistence allowance standards, covering 1.192 million people, and provide 3.2 billion yuan in elderly subsidies and 1.24 billion yuan in two types of subsidies for people with disabilities. The new Xi'an Beilin Museum, Guanzhong Revolution Memorial Hall, Qinling Museum, etc. have been completed and opened to the public. The Zhouyuan Site has been selected as one of the top ten archaeological discoveries in China, and the Zhaigou Site has been selected as a major field archaeological discovery in the world. The TV drama 'Northwest Years' won the Magnolia Award, and the play' Life Book 'won the Wenhua Drama Award. Holding major events such as the synchronized swimming World Cup final and the World Men's Volleyball League, Shaanxi athletes have achieved new success in domestic and international competitions.

（4） Strengthen ecological construction and promote the transformation of development mode. Normalize the rectification of the "Five Disorders" in the Qinling Mountains, carry out legal actions to protect wild birds and explore illegal crossings, and ensure that the ecological environment quality of the Qinling Mountains remains at a first-class level. Establish a horizontal compensation mechanism for ecological protection in the Shaanxi Shanxi Henan section of the Yellow River Basin, continue to carry out comprehensive prevention and control of desertification, and win the battle against the "several bends" of the Yellow River. The "Three North" project has planted 1.033 million mu of afforestation and grass, and controlled 935000 mu of desertified land. The Shaanxi section of the Yellow River main stream has maintained Class II water quality for four consecutive years. The environmental quality of the water source conservation area of the South to North Water Diversion Project has been further consolidated and improved. The comprehensive treatment of pyrite pollution in Baihe County has been fully completed, and the water quality of the Hanjiang River section outside the province has remained stable at Class II, while Danjiang has reached Class I for the first time. We will deepen the control of air pollution, continue to promote the ultra-low emission transformation of industries such as steel, cement, and coking, add 117 enterprises with B-level or above environmental performance, create a total of 198 national level green factories, 10 green industrial parks, and 1 zero carbon park, improve PM2.5 concentration by 10.8% in 10 cities in the national examination, and increase the number of excellent days in the province by 7.8 days. Carry out special rectification of illegal disposal of solid waste, heavy metal pollution, etc., with a rural film disposal rate of over 85%, and complete the treatment of 1679 administrative villages' domestic sewage and 199 rural black and odorous water bodies. Participated in carbon market trading worth 580 million yuan nationwide. Ankang and Shiquan were respectively selected as the first batch of national pilot zones for beautiful cities and beautiful countryside. Five counties and districts, including Yichuan and Pingli, have been named as national demonstration zones for ecological civilization construction.

（5） Expand internal and external opening up, and build a highland for inland reform and opening up. We will conscientiously implement the requirements of the national unified market construction deployment, carry out special actions to standardize administrative law enforcement related to enterprises, regularly investigate and clean up market access barriers, and report 22 negative cases of the business environment. Build a province wide "One Network" public resource trading platform, and launch and operate 39 "Efficient Accomplishment of One Thing" projects. Deepen the reform of the management system of development zones, integrate 162 development zones and industrial parks into 123, and supply 24000 acres of industrial "standard land". We have fully completed the task of deepening and upgrading state-owned enterprise reform, with provincial enterprises ranking 5th and 6th in revenue and profit respectively in the country. China Energy Engineering Group has landed 20 central Shaanxi cooperation projects, including compressed air energy storage, with a total investment of over 137 billion yuan. Fully implementing the achievements of the China Central Asia Summit involving Shaanxi, the China Central Asia International Cultural Tourism Special Train was launched, and the China Europe Railway (Xi'an) opened 6037 trains, an increase of 21.1%, driving Shaanxi's import and export of 41.54 billion yuan, an increase of 11.7%. The successful hosting of the Shanghai Cooperation Organization Poverty Reduction Forum, the 2nd China Europe Railway Express International Cooperation Forum, the 6th China Russia Small and Medium sized Enterprise Industry Forum, the Silk Road International Expo, the Eurasian Economic Forum, and the Yang Ling Agricultural High Tech Fair have continued to increase their influence. The number of passengers at Xi'an Xianyang International Airport exceeded 48.5 million, and the international cargo and mail throughput increased by 111%. 428 new foreign-funded enterprises were established, and foreign projects such as Samsung V8 flash memory chips and Renhe Group's new energy materials were put into operation. The actual use of domestic and foreign capital increased by 10% and 6.4% respectively. The export of "new three types" and integrated circuits increased by 30.4% and 30.1%, respectively. The export of electromechanical products accounted for 86%. The import and export to the five Central Asian countries and ASEAN increased by 37.2% and 19% respectively. The total import and export value of the province reached a historical high, reaching 537.9 billion yuan, an increase of 18.5%.

（6） Prevent and resolve risks, maintain social harmony and stability. Safely resolving local government debt, small and medium-sized financial institutions, and real estate risks, 170 financing platforms have orderly withdrawn, and high-risk local legal entities have achieved zero clearance. 612 real estate projects have been included in the "whitelist", 625 "guaranteed delivery" projects and 217 "guaranteed relocation" projects have been completed, and a total of 536000 real estate "registration difficulties" have been resolved. We will continue to carry out the three-year action plan to tackle the root causes of safety production, focusing on improving the standards of rural road traffic safety facilities, completing the renovation of 68000 self built houses, significantly reducing fires caused by electric bicycles, hot work, building insulation materials, etc. The number of safety production accidents and deaths have decreased by 9.4% and 7.2% respectively, and there have been no major or above accidents throughout the year. We have established an emergency command communication network at the provincial, municipal, and county levels, effectively responding to various natural disasters and providing assistance to 2.527 million people in need. We will comprehensively promote the legalization of petition work, improve the linkage mechanism for investigating and resolving conflicts and disputes, and vigorously crack down on telecommunications and network fraud. Criminal and public security cases have decreased by 15.9% and 13.3% respectively.

New achievements have been made in ethnic, religious, overseas Chinese affairs, national defense mobilization, retired military affairs, earthquakes, surveying and mapping, local chronicles, and other related work.

In the past year, we have solidly carried out the study and education of thoroughly implementing the spirit of the Central Eight point Regulation, and comprehensively promoted the rectification of issues related to central inspections, audits, and environmental protection inspections, solving a large number of urgent and historical problems of the masses. Vigorously streamline meeting documents, practice thrift and oppose waste, effectively rectify formalism to reduce the burden on grassroots, and make efforts to rectify unhealthy practices and corruption around the masses. Seven provincial government regulations have been formulated and revised, and administrative reconsideration and litigation work have been deeply promoted. The construction of a rule of law government, an efficient government, and a clean government has been strengthened.

Ladies and gentlemen! The successful completion of the 2025 target tasks marks the successful conclusion of the 14th Five Year Plan. Over the past five years, we have kept in mind our instructions, been grateful and persevered, fully implemented the decisions and deployments of the Party Central Committee, withstood the severe impact of the century's epidemic, and steadfastly promoted high-quality development. The work in the province has presented a new atmosphere, and significant achievements have been made in various undertakings. One is to further enhance the overall strength. The regional gross domestic product has exceeded 3 trillion yuan, with an average annual growth rate of 5.2%, and a net increase of 1 trillion yuan compared to the end of the 13th Five Year Plan. The per capita gross domestic product ranks 12th in the country. The average annual growth rate of general public budget revenue is 7.8%. The average annual growth rate of industrial added value above designated size is 7%, and the total retail sales of consumer goods in society have exceeded 1.1 trillion yuan. Promote high-quality development through high-quality projects, focus on investment attraction and projects, continuously improve investment quality and efficiency, increase the proportion of industrial investment by 11.9 percentage points, and the proportion of private investment reaches 42.2%. More than 200 Fortune 500 companies have established branches in Shaanxi, with an average annual growth rate of 15.7% in actual foreign investment and 8.3% in imports and exports of goods and services. Secondly, innovation leads to momentum and results. Qin Chuangyuan and the "Three Reforms" have led innovation to achieve systematic reshaping, landing 4 major national science and technology infrastructure, adding 5 Shaanxi laboratories, with a research and development investment intensity of 2.61%, ranking first in western China, an increase of 59.61% in enterprise research and development funds, and an innovation output level index of 87.59%, ranking fourth in the country. 21 disciplines have entered the top 0.1% of ESI, and a large number of scientific and technological achievements have contributed Shaanxi's strength to major national projects. The transaction volume of technology contracts increased from 179.5 billion yuan to 526 billion yuan, and the number of technology-based small and medium-sized enterprises and high-tech enterprises increased by 3.2 times and 2.5 times respectively. The number of high-value invention patents per 10000 people increased by 1.8 times. The construction of industrial chain clusters has driven profound adjustments in industrial structure. The scale of trillion level industrial clusters such as modern energy, advanced manufacturing, strategic emerging industries, cultural tourism, etc. continues to grow, and a total of 21 national level industrial clusters have been built. The added value of strategic emerging industries and high-tech manufacturing industries has grown at an average annual rate of 8% and 7.2%, while automobile production has increased by 1.7 times, with new energy vehicles growing by 17.2 times. Apple and kiwi production has remained stable at 1/4 and 1/3 of the national average, accelerating the construction of a modern industrial system with Shaanxi characteristics. The energy security capability has been significantly improved, with coal production exceeding 800 million tons and natural gas production increasing by 37.9%. Two modern coal chemical projects with investment scales of over 100 billion yuan and 11 projects with investment scales of over 10 billion yuan have been implemented, with an added coal based chemical product production capacity of over 4 million tons per year. The total installed capacity of electricity is 127 million kilowatts. Six pumped storage projects, including Shanyang and Mianxian, have been approved for construction, and the amount of electricity transmitted has increased by 1.2 times. Thirdly, the foundation for development is more solid. The development trend of regional coordination and linkage has basically taken shape, and the urbanization rate has increased to 67.17%. A number of landmark major projects, such as the T5 terminal of Xi'an Xianyang International Airport and the Han Ji Wei River diversion project, have been completed and put into operation. The construction of the "m" shaped high-speed rail network has been accelerated, with a total length of 6895 kilometers of highways and 422 kilometers of Xi'an subway operating and connected to Xianyang. The number of 5G base stations has increased from 19000 to 143000. The three major ecological security barriers of Qinling Mountains, Yellow River Basin, and South to North Water Diversion Water Source Conservation Area continue to be strengthened, and the PM2.5 concentration in five cities in Guanzhong has improved by 24.7%. The fourth is the prosperity and flourishing of cultural construction. Successfully held major events such as the 14th National Games and the China US Tourism High Level Dialogue. There are 13 national civilized cities. The Xi'an National Version Museum, Shaanxi Archaeological Museum, and Provincial Library have been put into use, and the public cultural service infrastructure has achieved full coverage at level five. 50 literary and artistic works such as the movie "Liuqing" and the TV drama "Zhuang Tai" have won national and international awards, and the annual reception of more than 800 million tourists has made Shaanxi a popular destination for domestic and foreign tourists to learn about Chinese civilization and perceive modern China. The fifth is the continuous improvement of people's livelihood and well-being. Every year, more than 400000 new jobs are created in urban areas, and the average annual growth rate of per capita income for urban and rural residents is 5.3% and 7.7%, respectively, with the income ratio shrinking to 2.54. 30 counties and districts have passed the national evaluation of high-quality and balanced development of compulsory education, and 47 county-level hospitals share tertiary hospital services. The number of beds and practicing (assistant) physicians per thousand has increased to 7.83 and 3.57, respectively, and the average life expectancy has reached 78.9 years. The number of criminal cases per 100000 people decreased by 36.9%, and the satisfaction rate of social security increased to 98.98%.

Ladies and gentlemen!   On behalf of the Provincial People's Government, I would like to express my heartfelt gratitude to the people of the province, to all the deputies to the National People's Congress and members of the Chinese People's Political Consultative Conference, to all democratic parties, the Federation of Industry and Commerce, non partisan individuals, various people's organizations, and people from all walks of life, to the central units stationed in Shaanxi, the commanders and soldiers of the People's Liberation Army, the officers and soldiers of the People's Armed Police, the police officers and firefighters, and rescue personnel, and to the Hong Kong, Macao, Taiwan compatriots, and friends at home!

At the same time, we are also aware that there are still many problems in development. The trend of sustained economic recovery and improvement still needs to be consolidated. The potential for innovation is not fully released, and some enterprises are experiencing declining profits and difficulties in operation. There is still great pressure on residents to increase employment and income. There are still weak links in people's livelihood security and ecological governance. There are still many risks and hidden dangers in key areas, and a small number of cadres have lax work styles. Corruption problems occur from time to time in some fields, and so on. We must face the difficulties squarely, work hard to solve these problems, make every effort to improve our work, and never disappoint the expectations of the people of Sanqin.

2、 Main goals and major measures during the 15th Five Year Plan period

According to the Proposal of the Provincial Party Committee on Formulating the 15th Five Year Plan for National Economic and Social Development, the Provincial Government has formulated the Outline (Draft) of the 15th Five Year Plan for National Economic and Social Development in Shaanxi Province and submitted it to the General Assembly for review.

The "Fifteenth Five Year Plan" period is a critical period for basically realizing the foundation of socialist modernization and making full efforts. It is also a critical five year period for Shaanxi to catch up and surpass and strive for demonstration in the construction of Chinese path to modernization. We need to not only see the complex situation of accelerating changes in the world over the past century and profound changes in the domestic and international environment, but also the supporting conditions and basic trends for the long-term improvement of China's economy, as well as the resource advantages and accelerated innovation momentum of our province. Especially, Shaanxi's modern industrial system supported by modern coal chemical industry, new energy vehicles, solar photovoltaics, power transmission and transformation equipment, semiconductors, and integrated circuits is becoming more and more perfect. We have the foundation and conditions to win strategic initiative in complex environments and fierce competition, and promote new progress in high-quality development and modernization construction.

  We need to focus on three aspects:

One is to fully stimulate innovation potential and promote greater breakthroughs in the construction of a modern industrial system.
