Minister Lu introduced that China's population development is characterized by aging, aging and fewer children. The traditional family pension function is weakening, and more and more elderly people demand social pension services, which needs to promote the expansion of pension services from the "three no" elderly to all the elderly in the past.


Just as there are schools for education and hospitals for medical treatment, there should also be corresponding institutions for the development of elderly care services


One is to accelerate the improvement of the three-tier elderly care service network system in urban and rural areas. This is like having a school for going to school, a hospital for seeking medical treatment, and corresponding service institutions for elderly care services. We will promote the improvement of comprehensive elderly care service platforms at the county and district levels based on existing elderly care service facilities, establish regional elderly care service centers at the township, town, and street levels, establish and improve elderly care service stations in villages and communities, build a three-level elderly care service network at the county, township, and village levels, and form a 15 minute elderly care service circle to provide convenient elderly care services for the elderly.


The second is to integrate and coordinate three types of service forms: home, community, and institutional. We are guided by the needs of the elderly, optimizing the supply pattern of elderly care services based on home, supported by the community, professionally supported by institutions, and combining medical care with elderly care. We focus on improving the policies and measures of elderly care services that can be felt and reached by the elderly at their bedside and around them, especially by leveraging the support and support of communities and elderly care institutions for home-based elderly care. We vigorously develop home services such as disability assistance, medical assistance, emergency assistance, and cleaning assistance, so that the elderly can enjoy better elderly care services at their doorstep.


The third is to promote the reform of elderly care institutions according to the classification of bottom line, inclusive, and market. Develop three types of elderly care institutions: bottom line guarantee type, universal support type, and fully market-oriented type. Among them, bottom line guarantee type elderly care institutions mainly target "three no" elderly people and economically disadvantaged dementia and disability elderly people, and undertake the function of bottom line elderly care; Inclusive and supportive elderly care institutions are aimed at all elderly people, providing affordable, guaranteed service quality, and relatively universal elderly care services for more elderly people; Fully market-oriented elderly care institutions implement full competition and offer high quality at competitive prices. The three types of institutions should have clear positioning and complementary functions to meet the diverse elderly care service needs of the elderly.


The fourth is to establish a tripartite coordination mechanism among the government, market, and society, give full play to the leading role of the government, strengthen the government's planning guidance, policy support, organizational guarantee, and supervision and management of elderly care services; Give full play to the role of market allocation of resources, support the active development of various market entities, promote the scale, clustering, and branding development of the elderly care service industry, and continuously enrich the supply pattern of elderly care service development; Strengthen the function of social mutual assistance and mutual aid, give full play to the role of social participation, build a social elderly care service led by grassroots party organizations, and widely participate in grassroots mass autonomous organizations, social organizations, volunteers, and social workers.
