Implementation Plan for Promoting High Quality Development of Silver Hair Economy and Enhancing the Welfare of the Elderly in Guangdong Province

1、 Developing livelihood undertakings and improving the quality of life for the elderly

（1） Optimize the supply of basic elderly care services. Orderly promotion of aging friendly transformation, adopting government subsidies and other methods to implement aging friendly transformation for families of elderly people with special difficulties. Promote the construction of elderly care service centers in township (street) areas, gradually enabling them to undertake functions such as full-time care, day care, door-to-door services, and coordination and guidance. Encourage elderly care service institutions, domestic service enterprises, and property service enterprises to operate family elderly care beds and explore new models of mutual assistance for elderly care. Promote the construction and upgrading of county-level support service institutions for extremely impoverished individuals, support public elderly care institutions with conditions to increase nursing beds, and open up care units for disabled elderly people. In conjunction with the implementation of the "Hundred, Thousand, and Ten Thousand Project", we will improve rural elderly care services and guide the construction of rural grassroots medical and health institutions and elderly care service institutions in an integrated or adjacent manner. By 2027, a total of no less than 120000 households of elderly people with special difficulties will have completed aging adaptation projects; Efforts will be made to further improve the quality and efficiency of support and service institutions for extremely impoverished individuals at the county level in various regions; Consolidate the coverage of elderly care service centers in township (street) areas and continuously enrich service content; Further promote the improvement of the care function of nursing beds in elderly care institutions. （2） Expand to provide convenient living services for the elderly. Focusing on the 15 minute community life circle, developing an online community service platform, constructing and renovating a number of community convenience consumption service centers, elderly service stations, etc. Implement the Implementation Plan for Actively Developing Elderly Meal Assistance Services in Guangdong Province, guide elderly care service facilities, community comprehensive service facilities, and community embedded service facilities to add elderly meal assistance functions, and support eligible enterprises, government agencies, institutions, charitable organizations, individuals, etc. to provide elderly meal assistance services. Optimize the layout of convenient commercial areas, encourage the development of convenience stores, comprehensive supermarkets, mass catering, maintenance services, home services, beauty salons, pharmacies, recycling points for renewable resources, and other formats closely related to the daily lives of the elderly. Encourage retailers, social work service agencies, and others to provide home-based elderly people with services such as purchasing daily necessities, making household appointments, collecting and paying on behalf of others, and accompanying medical consultations. （3） Enrich health and cultural and sports services for the elderly. Support social forces to establish medical and elderly care institutions. Strengthen the construction of rehabilitation hospitals, nursing institutions, and palliative care institutions, implement the Traditional Chinese Medicine (TCM) pre disease health project, and provide TCM health examinations, assessments, and interventions for the elderly. Encourage medical and health institutions with conditions to provide medical visits, home beds, home healthcare, and other medical and health services for elderly people living at home and in the community through various means. By 2027, the proportion of geriatric medicine departments established in secondary and above comprehensive hospitals will reach over 85%. Improve the elderly education service system, promote departments, industries, enterprises, and universities to establish elderly universities, gradually carry out the construction of public service platforms for elderly education, promote the sharing of teaching resources and faculty, and by 2027, further improve the full coverage of county-level elderly universities in the province. Give full play to the role of sports associations for the elderly at all levels, and use libraries, cultural centers (stations), art galleries, museums, sports facilities, supermarkets, book bars and other places to widely carry out cultural, sports and other entertainment activities suitable for the characteristics of the elderly, to meet their physical exercise and spiritual and cultural needs. 2、 Expand market size, stimulate and unleash consumption potential

Actively introduce central enterprises, foreign-funded enterprises, platform enterprises, and high-quality enterprises from other regions in the silver economy field. Encourage and guide state-owned enterprises to integrate and restructure their advantageous resources in accordance with their main responsibilities and businesses, actively expand their silver economy related businesses, and comprehensively consider relevant investments in business performance assessment according to relevant regulations. Encourage the establishment of silver economy industry alliances and related industry associations in various regions, accelerate the promotion of short board industry supply chain, advantageous industry extension chain, and core industry strengthening chain. Establish a mechanism for cultivating and incubating industries related to the silver economy, increase the cultivation of high-quality enterprise entities, and encourage enterprises to apply for high-tech enterprises, "specialized, refined, unique and new" enterprises, etc. Encourage research and development focused on the demand for elderly products and entrepreneurship, promote the "small-scale upgrading" of elderly product industry enterprises, and create a group of well-known enterprises with certain influence and competitiveness in the silver hair industry. Through various support and guarantee policies, we guide social capital to actively participate in elderly care, support the diversified, specialized, and branded development of elderly care services, and improve industry efficiency. Establish standards and regulations for industries related to the silver economy, especially for emerging or cross industry sectors such as medical and elderly care services and the health and wellness industry. Give full play to the role of relevant enterprises, institutions, and industry associations in undertaking standardized pilot demonstration construction in areas such as elderly care services, cultural tourism, elderly products, aging adaptation, and intelligent technology applications, and establish and improve standards and evaluation systems for elderly facilities, environment, services, and other aspects. Combining quality control and technical evaluation laboratories in various fields, establish a high-level and specialized third-party quality testing platform to guide enterprises in conducting quality evaluation, verification, and certification of elderly products and services. Include elderly products and services in the scope of consumption promotion policies at all levels, and support various regions to promote silver economy consumption through consumption vouchers, experience vouchers, and other means. Promote precise docking between elderly product manufacturing enterprises and platform and service providers, guide e-commerce platforms, large supermarkets, etc. to hold silver hair themed shopping festivals, support the establishment of silver hair consumption zones, and expand the scale of elderly product consumption. Build a leading platform enterprise that links communities, institutions, and households around key application scenarios, and provide online and offline services. Utilize platforms such as the China Import and Export Fair to showcase and promote cutting-edge technologies and product services in the silver haired economy, support the cultivation of elderly products exhibitions and expos in various regions, and encourage industry associations to hold various high-quality channel docking events and product exhibitions. Encourage various regions to carry out silver hair consumption themed activities in conjunction with traditional festivals such as Spring Festival and Double Ninth Festival, as well as activities such as "Respect for the Elderly Month". Build a number of elderly friendly living experience centers (stores), integrate various daily necessities, home products, smart terminals, assistive devices, wearable devices, service robots, etc., and create an immersive scene experience platform carrier, distinguishing different living scenarios. （8） Create a favorable consumption environment. Relying on "Credit Guangdong", we will strengthen the construction of the credit system in the silver economy sector, establish and improve credit files for silver enterprises and individuals. Continuously promoting the construction of a new regulatory mechanism based on credit, continuously leveraging the role of credit in promoting high-quality development, improving the credit environment, driving the market environment to continue to improve, and promoting enterprises to improve the quality of industry services. Strictly crack down on all types of fraud crimes that infringe upon the legitimate rights and interests of the elderly, such as investing in "elderly care projects," selling "elderly care products," claiming to "provide housing for elderly care," acting as agents for "elderly care insurance," and carrying out "elderly care assistance," in accordance with the law. 3、 Cultivate potential industries and open up new tracks for economic development

（9） Coordinate the layout and promote industrial clustering. In conjunction with the comprehensive implementation of the innovation driven development strategy, the development of the silver hair economy will be included in the "15th Five Year Plan" for national economic and social development, and the layout of the silver hair industry will be coordinated and optimized. Cultivate a gradient and complementary system for the silver economy industry, plan and layout no less than two national level high-level silver economy industrial parks in mainland cities of the Greater Bay Area, focus on developing potential industries such as smart health care, anti-aging, and rehabilitation aids, and establish silver economy clusters in eastern, western, and northern Guangdong, with a focus on developing industries such as elderly products and tourism vacations. Create a distinctive and highly concentrated industrial park for elderly products and silver economy, establish a provincial-level key project library for silver economy, and focus on the construction of major projects for elderly products worth over 100 million yuan in the Pearl River Delta and over 50 million yuan in eastern, western, and northern Guangdong. By 2027, we will promote the construction of a number of high-quality silver hair economic industrial parks, with no less than 6500 large-scale elderly product enterprises in the province. The industrial scale will further expand, the industrial system will be more complete, and the product supply will better meet the diverse and multi-level consumption needs of the elderly population. Encourage elderly product manufacturing enterprises to adopt new technologies, processes, materials, and equipment, accelerate the innovation and research and development of intelligent elderly care devices such as aging rehabilitation aids, smart wearable devices, home-based elderly care monitoring, and barrier free technology products. Research and introduce the Guangdong Rehabilitation Assistive Equipment Catalog. Coordinate existing policies and funds to support pilot platforms or carriers and projects with pilot functions in the field of elderly products, and strengthen the mass application and promotion of scientific and technological achievements. Support the development of smart wheelchairs, mobility devices, rehabilitation beds and other life care products for enterprises, expand the supply of cognitive impairment assessment training, incontinence rehabilitation training, medication and nursing reminders, sleep disorder intervention and other equipment. Support and guide socialized professional institutions to provide home-based aging adaptation services and intelligent upgrades for elderly families in need. Support the installation of elevators in old residential buildings with conditions, promote the renovation and construction of environmental and supporting facilities, energy-saving renovation of buildings within the community, and explore the integrated market operation mode of "renovation+operation services" to promote community renovation. （12） Develop the anti-aging industry. Deepen research on the mechanisms of skin aging, human aging models, and human hair health, explore the research and application of gene technology, regenerative medicine, laser radiofrequency, cell therapy, immunotherapy, and other technologies in anti-aging and delaying age-related diseases, and promote the deep integration of biotechnology such as gene testing and molecular diagnosis with the prevention and treatment of age-related diseases. Implement a special action plan for elderly beauty, strengthen the research and development of raw material formulas and production processes for skincare cosmetics. We will strengthen the development of drugs, food and health care products for the elderly, encourage biomedical enterprises to vigorously research and develop innovative drugs for cardiovascular and cerebrovascular diseases, diabetes, tumors, nervous system diseases, etc. for the elderly, and expand the new silver hair track of the biomedical industry. In response to the needs of elderly people for health promotion, nutritional supplementation, chronic disease management, chewing and swallowing difficulties, enterprises are encouraged to cooperate with universities, research institutes, and medical institutions to develop nutritional supplements, easy to eat foods, special medical formula foods, health foods, etc. with Guangdong characteristics that are suitable for elderly people's chewing and swallowing and nutritional requirements. Encourage pilot demonstrations of smart health and elderly care applications in various regions, and cultivate a number of demonstration enterprises and industrial parks in smart health and elderly care scenarios. Encourage enterprises to develop embodied intelligent robots for fields such as home care and elderly care, improve the reliability and safety of human-computer interaction, and meet high-quality living needs such as life and health, companionship and care. Deepen the exploration of the model of living and elderly care, and collaborate with more local groups to carry out living and elderly care cooperation. Encourage various regions to utilize advantageous medical resources and characteristic resources, create cultural health tourism demonstration bases, and accelerate the development of traditional Chinese medicine health and elderly tourism. Actively building the "Yuemei Rural" tourism brand and constructing provincial rural tourism boutique routes with the theme of traditional Chinese medicine (southern medicine) health and wellness. Fully activate and leverage the advantages of resources such as forests, hot springs, rivers and lakes, and medical facilities, create a demonstration zone around the "Two Mountains" and a world-class forest hot spring health destination, develop a series of "forest+hot spring" health products, and cultivate a multi gradient, deep level, and diversified health industry cluster. Deepen exchanges and cooperation between Guangdong, Hong Kong, and Macao in the elderly care service industry, talent, projects, standards, and other aspects, and support Hong Kong and Macao investors to invest in the establishment of new elderly care service institutions in Guangdong. Explore further strengthening cross regional collaboration in the silver economy industry through platforms such as free trade pilot zones, various development zones, and national service industry expansion and opening comprehensive demonstration zones. Explore the construction of demonstration projects such as technology research and development centers, exhibition experience centers, and trade distribution centers for the elderly products industry in mainland cities of the Guangdong Hong Kong Macao Greater Bay Area. 4、 Strengthen factor guarantee and optimize the development environment of silver economy

（16） Strengthen the empowerment of technological innovation. Promote the construction of technology innovation platforms such as innovation centers for elderly care products, enterprise technology centers, and key laboratories. Encourage our province's "chain owner" enterprises and innovative enterprises to collaborate with universities, research institutions, and well-known domestic and foreign enterprises to carry out product and technological breakthroughs in disease prevention, diagnosis, treatment, rehabilitation, and care. Support various regions to increase the supply of venture capital resources and cultivate "gazelle" and "unicorn" enterprises in the fields of aging friendly furniture, household appliances, daily necessities, rehabilitation aids, etc. Organize an innovative design competition for smart elderly care equipment, promote and publicize the award-winning achievements through various means, and facilitate the transformation and application of the award-winning achievements. （17） Increase financial and tax support. Coordinate and make good use of existing special funds to support key projects in the silver economy, and encourage eligible elderly care service projects to seek government investment fund support. We will actively strive for central budget investment, local government special bonds, ultra long term special treasury bond and other funds to support the construction of Yinfa economic infrastructure. We will carry out the recognition of non-profit organization tax exemption qualifications and pre tax deduction qualifications for public welfare donations for eligible elderly care institutions, and implement various tax reduction and preferential policies. Improve the service capabilities of financial institutions for the elderly, actively develop commercial medical insurance and long-term care insurance, make good use of the People's Bank of China's special refinancing for inclusive elderly care, provide credit support to market entities within the scope of operating public welfare and inclusive elderly care institutions, constructing home-based community elderly care systems, and manufacturing elderly products included in the catalog, in accordance with market-oriented principles, and promote the increase of inclusive elderly care service supply. （18） Ensure the demand for land and housing. The people's governments at or above the county level shall include the land demand for elderly care service facilities in the annual construction land supply plan. When preparing the overall urban planning and detailed control planning, new residential areas shall be divided and graded according to the standard of not less than 0.1 square meters of land per capita to plan elderly care service facilities. At the same time, elderly care service facilities shall be built according to the standard of not less than 20 square meters per hundred households, and old residential areas shall be supplemented according to local conditions. Counties (cities, districts) with a moderate to severe aging population should raise the standards for the construction of new residential areas. Guide all regions to supply land for elderly care facilities in accordance with laws and regulations through methods such as allocation, pricing, investment, bidding, auction, and listing, to ensure the demand for land for elderly care projects. Support the use of idle commercial, office, industrial, warehousing and other existing places to renovate elderly care facilities, and apply relevant national and provincial policies in accordance with regulations. （19） Establish a sound data sharing mechanism. Promote the orderly opening and rational development and utilization of data in the silver economy field, fully utilize the provincial data resource "One Network Sharing" platform to establish and improve an information database covering elderly people living at home in the jurisdiction, and promote data empowerment development. Standardize the collection and use of personal information in intelligent products and services in accordance with the law, strengthen technical monitoring and supervision inspections, and do a good job in security protection and risk control. （20） Promote the construction of talent team. Implement special actions for talent cultivation such as "Industrial Elite" in the silver haired economy, build a platform for the joint construction and sharing of industry, academia, research and application resources, and cultivate innovative leading talents and young talents. Support and guide ordinary universities and vocational colleges to establish silver economy related majors based on their own advantages and social needs, and reasonably determine the enrollment scale of majors such as elderly health care and management, pharmacy, elderly care services and management, health management, nursing, etc. Strengthen the training of technical skills for elderly care service personnel and improve the service level of elderly care practitioners. Encourage cities with conditions to provide one-time job subsidies or monthly job allowances to graduates of ordinary undergraduate universities, vocational colleges (including technical schools) who have reached a certain number of years of employment in elderly care positions, as well as elderly care workers who have reached a certain number of years of employment and obtained a certain level of vocational skills.
