The meeting held that 2022 is the year of the 20th CPC National Congress and an important year for China to enter the new journey of building a socialist modern country in an all-round way and marching towards the second Centennial goal. It is of great significance to do a good job in all work throughout the year. The meeting focused on five tasks:

Strengthen the awareness of terminal implementation, study and judge whether it has really solved the actual problems, really changed the actual situation and truly implemented it on the object of implementation. Promote both temporary and permanent solutions, not only solve the outstanding case problems pointed out by the general secretary, but also draw inferences from one instance, and promote the fundamental and long-term solution of universal problems by improving relevant systems, mechanisms, policies and systems. Take careful measures to prevent various risks, strengthen safety management in the field of civil affairs, and ensure safe and orderly operation.

3、 Highlight problem orientation and promote the high-quality development of civil affairs. Pay close attention to the research and formulation of relevant policies and regulations. We will continue to improve the hierarchical and classified social assistance system, and strengthen dynamic monitoring and normalized assistance for low-income populations. Focus on meeting the most urgent needs of nursing services for the elderly, vigorously support the development of service organizations with nursing functions, open up the blocking points of policy implementation, and comprehensively promote the elderly care services of home-based community institutions. Undertake the responsibility of protecting minors, deal with relevant incidents in the field of children in a timely, orderly and stable manner, and safeguard the legitimate rights and interests of minors. Focus on the strong worries, annoyances and worries of residents, guide the village (neighborhood) committee to perform the function of autonomy and improve the service level of urban and rural communities. Correctly position social organizations, unify thinking and understanding, and pay equal attention to support development and supervision and management to ensure the healthy and orderly development of social organizations. Put public trust in the first place, promote the transparent management of charity organizations and charity information platforms, build sunshine charity, and promote the sustainable and healthy development of welfare lottery. Adhere to the attribute of public welfare, reform and improve the funeral management and service system. Standardize the management of administrative divisions, fully reflect the centralized and unified leadership of the Party Central Committee, strengthen the inheritance of history and culture, and better serve the overall situation of development. Focus on the central task of civil affairs, support the development of directly affiliated institutions and improve the efficiency of service guarantee.

4、 Strengthen the grass-roots foundation and further promote the construction of "seven modernizations". In terms of systematization, we should strengthen investigation and research and formulate ideas and measures to take charge of civil affairs business. In terms of informatization, we should adhere to the use-oriented, promote the construction of one game of chess, one network and integration, and speed up the process of civil affairs data communication, system communication and business communication. In terms of legalization, we should study the specific measures of the combination of "big man" and "small quick spirit", and promote the revision of key legal regulations to make substantive progress. In terms of standardization, we should make up for the shortcomings of standards in key areas, open up the blocking points of standard implementation, and ensure standardization with standardization. In terms of specialization, we should strengthen the construction of civil affairs talent team, further expand the scale of talents, optimize the talent structure and improve professional ability. In terms of socialization, we should vigorously optimize the policy environment, unblock the channels of participation, break down various invisible barriers such as revolving doors and glass doors, and stimulate the vitality of participation. In terms of internationalization, we should study new mechanisms for international exchanges and cooperation under the normalization of epidemic prevention and control, and innovate ways and means. At the same time, we will guide all localities to continue to strengthen the construction of township (street) social work stations and enhance the service capacity of grass-roots civil affairs by means of government purchase of services. Pay close attention to the implementation of various plans and make full use of the demonstration and driving role of monitoring points.

5、 Strictly administer the party in an all-round way and consolidate the achievements of being upward and good. Earnestly study and implement the spirit of the Sixth Plenary Session of the 19th Central Commission for Discipline Inspection, deeply grasp the law of building a long-term ruling Marxist political party, continue to implement the main responsibility of strictly administering the party, and promote the overall and in-depth administration of the party. Under the guidance of political construction, we should strengthen the armed forces of theory, consolidate and expand the achievements in the study and education of party history, and guide the majority of Party members and cadres to resolutely support the "two establishment" and "two maintenance". Put discipline and rules ahead, strengthen the supervision of the "top leaders" and the leading group, and enhance the leadership and combat effectiveness of the leading group. We will maintain a positive attitude towards discipline and anti-corruption, persevere in the implementation of the spirit of the eight point provisions of the Central Committee, give full play to the role of patrol and inspection as a sword, implement the consultation mechanism with the discipline inspection and supervision team stationed in the Ministry, and promote the integration of not daring to corrupt, not wanting to corrupt and not wanting to corrupt. We will strengthen the construction of the contingent of cadres, strengthen the education and management of young cadres, guide and encourage party members and cadres to carry forward the great party building spirit and forge ahead in a new journey and a new era.
