Xi 'an: By 2025, the "15-minute elderly care service circle" in urban communities has been fully formed

In order to improve the basic old-age service system of Xi 'an City, strengthen the effective supply of basic old-age service, and promote the city's elderly to enjoy basic old-age service, Xi 'an Civil Affairs Bureau led the drafting of the Implementation Plan of Xi 'an City on Promoting the construction of basic old-age service System (draft for comments) (hereinafter referred to as the "Plan"), which was open to the public from June 15 to July 15.


We will formulate and publish a list of basic elderly care services


The goal of the plan is that by 2025, the basic old-age service system adapted to Xi 'an's population structure, basic conditions and development stage will be basically complete, the dynamic management mechanism of the basic old-age service list will be further improved, 19 districts and counties' demonstration nursing homes will be basically completed, and the "15-minute old-age service circle" in urban communities will be fully formed. The coverage of comprehensive elderly care service centers in towns and streets has reached 70%, the coverage of community elderly care service stations has reached 90%, the coverage of village (community) meal assistance has reached 70%, and the basic elderly care service system covers all the elderly.


Based on the actual situation of Xi 'an City, the List of Basic elderly Care Services of Xi 'an City was formulated according to the service items of the List of Basic Elderly Care Services of Shaanxi Province. Service items include basic old-age insurance for employees, basic old-age insurance for urban and rural residents, comprehensive assessment of the ability of the elderly, old age allowance, old-age service subsidies, family aging modification, nursing subsidies, minimum social security, visiting care services, public cultural services, etc.


Strengthen visits and care for elderly people with special difficulties. Each district or county (development zone) shall allocate special funds to provide visiting and caring services for the elderly with special difficulties, such as living alone, empty-nest, left-behind, elderly, disabled, severely disabled, and family planning special families, by means of government purchase of services, such as door-to-door visits, telephone visits, pair assistance, and neighborhood assistance. By 2025, the monthly visit rate for the elderly with special difficulties will reach 100 percent.


We will strengthen social welfare and social assistance for the elderly. We will focus on ensuring the financial needs of the elderly, and fully implement various subsidy policies such as old-age service subsidies and nursing subsidies. We will provide 1,320 yuan per month in subsidies for the care and nursing of the guardians of people living in extreme poverty, 260 yuan per month in subsidies for the nursing and nursing of disabled elderly people living in difficulties, and 50 yuan per month in living allowances for disabled and poor rural elderly people aged 65 to 69. For the elderly over 70 years old in the subsistence allowance family, 30% of the local subsistence allowance standard will be increased each month. An old age allowance of 50-300 yuan per person per month will be granted to all senior citizens over the age of 70 who are registered in Xi 'an.


We will move faster to make up for weaknesses in the provision of elderly care facilities


Strictly implement the construction of supporting elderly care service facilities as a prerequisite for land transfer, and the reconstruction of new urban and residential areas, as well as old urban areas and built residential areas should synchronize the planning, construction, acceptance and delivery of supporting elderly care service facilities. New urban areas and residential areas shall be built in accordance with the standard supporting elderly care service facilities of not less than 20 square meters per 100 households and not less than 300 square meters per single area, and the construction shall be included in the performance assessment of the municipal government's target management.


The construction of elderly care service facilities in newly built residential (small) areas must be put into operation within one year after delivery by the construction unit. The civil affairs department shall register and record the elderly service facilities in a unified manner. Encourage the adoption of "public and private" and other models to be operated by professional service organizations with corresponding qualifications, according to the needs of the elderly to provide elderly meals, day care, recreation, health education, door-to-door services and other inclusive elderly care services.


Led by the Municipal Housing and Construction Bureau, with the cooperation of the Municipal Resources Planning Bureau and the Civil Affairs Bureau, a three-year special action was carried out to inventory and renovate the elderly service facilities supporting urban residential areas, and a comprehensive inventory of the new residential communities that have obtained construction project planning permits since 2013, focusing on the elderly service facilities that have not been built and have not been built in accordance with the standard of not less than 0.1 square meters of per capita land should be built. Classify and clean up various problems. If there are no elderly service facilities in the built residential (small) area or the existing facilities do not meet the requirements of the planning and construction indicators, the elderly service facilities with corresponding area and meeting the construction and use standards shall be configured within a time limit by means of replacement, reconstruction, nearby new construction, replacement, purchase, etc., and the rectification shall be confirmed after the joint acceptance by the civil affairs, housing and resource planning departments. The inventory and rectification situation will be regularly reported throughout the city and included in the target performance assessment task of the municipal government, and the rectification will be fully completed by the end of 2025.


We will improve the home-based community service network for the elderly


With the street as the unit, relying on idle state-owned assets and public supporting facilities, to build a comprehensive elderly care service facility with a construction area of no less than 1,500 square meters, no less than 30 institutional elderly care beds, and no less than 70% nursing beds. For eligible town and street comprehensive elderly care service center projects, a one-time construction subsidy of up to 1.5 million yuan will be given. Support and cultivate a group of nursing care as the main business, radiation around the community, taking into account door-to-door service of community elderly service institutions, for new, upgrade and transform community elderly service stations, the city gives a one-time subsidy of up to 600,000 yuan, 300,000 yuan. According to the actual situation of the operation of the community elderly care service station, the operation subsidy ranging from 15,000 to 100,000 yuan is given every year.


To support the construction of assisted meals for the elderly, the city will give a one-time construction subsidy of up to 100,000 yuan to the new elderly assisted meal service facilities that meet the standards. According to the actual number of eating days for eligible elderly people, a dining service subsidy of 2 yuan per person per day for assisted meals for the elderly. By the end of 2023, the coverage of community elderly care service stations will reach 90 percent, and the coverage of elderly meal assistance services will reach 70 percent.


The government has implemented actions to improve the capacity of community medical and nursing care, and provided preventive health care, health management, disease diagnosis and treatment, and medical care for disabled, elderly, and seriously ill elderly people within its jurisdiction, taking into account daily life care, relying on community health service institutions and old-age service institutions. We will promote health education for the elderly in communities, strengthen early screening, intervention and classification guidance for key chronic diseases among the elderly, carry out actions on oral health, nutrition improvement, prevention and treatment of dementia and psychological care for the elderly, and support qualified medical and health institutions in providing on-site medical services for the elderly.


We will improve facilities suitable for aging and build barrier-free facilities


We will guide elderly families to renovate their homes suitable for aging, and provide renovation subsidies to elderly, disabled, and disabled rural and urban elderly families who are included in the dispersed poverty-stricken population, those who have been lifted out of poverty, those who are eligible for subsistence allowances, and those who are low-income, according to a standard of no more than 2,000 yuan per household and 4,000 yuan per household, respectively. Priority should be given to the renovation of public service facilities closely related to the daily life of the elderly, so as to provide a safe, convenient and comfortable environment for the elderly.


We will strengthen the construction of personnel for elderly care services


Elderly care services will be listed as a priority area for school-enterprise cooperation in vocational education, institutions of higher learning and secondary vocational schools will be encouraged to open elderly care service-related majors, and student financial assistance policies will be implemented in accordance with regulations.


Continue to carry out the training of elderly care workers, by 2025, the city will train no less than 10,000 elderly care workers, and provide training subsidies according to regulations. Hold a professional skills contest for elderly care, and carry out the selection of "the most beautiful nurse". We will strengthen the professional construction of social workers in elderly care institutions, and there will be one social worker for every 1,000 elderly people or every 100 beds in elderly care institutions.


We will study and formulate policies to guarantee the wages and benefits of elderly care workers, establish a mechanism for regularly issuing guidance prices for elderly care workers, and provide social security subsidies to eligible elderly care workers.


Establish and improve the entry subsidy system for elderly care workers, and give one-time entry incentives of 50,000 yuan, 40,000 yuan and 30,000 yuan to eligible graduates of bachelor's degree or above, junior college (higher vocational) and secondary vocational schools, respectively. Continuously improve the post subsidy system for elderly care workers, and give subsidies of 300 yuan, 400 yuan, 500 yuan, 600 yuan and 700 yuan per person per month for those who have obtained professional certificates of grade 5, 4, 3, 2 and 1 elderly care workers. Implement competition rewards, and give 3,000-30,000 yuan one-time rewards to nursing staff who win more than the third prize in vocational skills competitions of ministry, province and city.
