1、 Clear development positioning and rapid increase in industrial scale. As soon as possible, we will introduce the implementation opinions for the development of the silver hair economy in our province, focusing on the health care industry, manufacturing of rehabilitation aids, and digital elderly care as key development directions. We will improve and extend the industrial chain, and create a silver hair economy industry cluster with high technological level and reasonable industrial structure. Expand segmented markets comprehensively, increase the supply of inclusive services, and unleash the consumption power of the silver haired population. Establish a special development fund, formulate tax preferential policies, encourage financial institutions to increase credit support, and attract social capital investment.

2、 Scientific planning and layout to promote the development of industrial clusters. Following the development strategy of manufacturing in Guanzhong, health and wellness in southern Shaanxi, and raw materials in northern Shaanxi, we aim to create a silver haired economic industry cluster that is in line with the actual situation of our province. Accelerate the application of the "the Belt and Road" Yinfa Economic Industrial Park, introduce a batch of demonstration enterprises of Yinfa economy that conform to the overall planning of our province, and promote industrial agglomeration. Relying on key parks such as Shaanxi Free Trade Zone and Xi'an High tech Zone, we will promote cross regional and international cooperation in related industries.

3、 Strengthen high standard leadership and create high-end brands in the industry. Give full play to the role of data centers such as the National Supercomputing Xi'an Center, build an innovative government and social support platform for the silver haired economy, and cultivate a group of big data intelligent service brands that provide comprehensive management and government services for the elderly population. Give full play to the advantages of health and wellness resources in southern Shaanxi, and create a group of Shaanxi characteristic health and wellness brands that integrate "medicine, wellness, tourism, sports, medicine, and food". Vigorously enhance the scale and influence of Xi'an International Elderly Care Industry Expo, and expand the visibility and reputation of our province's silver hair economy industry brand.
